Punjab: Two rent statutes run side by side, split by the date of letting: premises let before 30 November 2013 stay under the East Punjab Urban Rent Restriction Act, 1949, and premises let on or after that date come under the Punjab Rent Act, 1995. The tenancy-succession rule comes from the Act that governs this letting, together with the lease contract where relevant. The landlord/estate authority receives the first request; a contested protected-tenancy claim is decided by the competent Rent Controller/court under the applicable Punjab enactment. A single fee, limitation period and appeal route for every Punjab tenancy-succession claim was not confirmed from the sources used.
Chandigarh: Urban rent-controlled premises are governed by the East Punjab Urban Rent Restriction Act, 1949 as extended to Chandigarh; a contested statutory-tenancy claim goes to the competent Rent Controller under that Act. Contractual lease rights remain subject to the lease and applicable Transfer of Property Act rules. The filing fee, limitation period and appeal route for the particular succession dispute were not confirmed from the sources used.
