LEGAL BASIS
In Chandigarh building plans are filed on the Online Building Plan Approval System at obps.chandigarhsmartcity.in. Under the Estate Officer's Public Notice effective 10 February 2023, which followed the Supreme Court's judgment of 10 January 2023, the Estate Office entertains building plans and revised building plans for a residential property with more than one owner only where all the co-owners belong to the same family. In Punjab, on a site allotted by a development authority under the Punjab Regional and Town Planning and Development Act, 1995, a sanction of building plans is given only to the allottee on the authority's file, and the completion certificate is issued under rule 14 and the occupation certificate under rule 23 of the Punjab Urban Planning and Development Building Rules, 2021, by the municipal corporation, council or development authority concerned.

Personal data in this document is collected only to prepare, submit and administer the building-plan sanction application, communicate about that purpose, verify expressly supplied property and approval information, and retain an evidentiary application record.
The record will be held by __________ and may be shared only with the applicant, owner, architect, engineer, licensed professional, project consultant, lender, contractor, competent planning/building/fire/environment/water authority, or other person directly involved in the stated approval.
If the application is withdrawn, refused or does not proceed, personal data will be retained for 90 days and then erased. If it proceeds, the record will be retained for the approval/project plus 12 months, except where a statute or authority record-retention rule requires a longer named period.
A person named here may withdraw consent for future consent-based processing, request correction or erasure when the stated purpose has ended, or raise a grievance by writing to __________. The record-holder should acknowledge and respond within 30 days.
