LEGAL BASIS AND WHAT THIS CERTIFICATE IS NOT

The lal dora is the boundary drawn round a village's inhabited site at settlement, separating it in the shajra and the revenue record from the surrounding agricultural khasra numbers classified for cultivation; the abadi deh inside it is entered as gair mumkin abadi and is not subject to the harvest-wise girdawari that applies to agricultural khasra numbers. The classification, and this certificate confirming it, is a fact about how the site is recorded — it is not a title document, does not by itself transfer, create or confirm ownership, and does not by itself dispense with whatever registration, building or connection formality otherwise applies to the purpose the certificate is sought for; the applicant should confirm those requirements separately with the bank, scheme office or authority the certificate is being produced to.

Where the site has already been surveyed and issued a property card under the central SVAMITVA scheme, that card is a more complete record than this certificate and should be produced instead wherever it is available.
