Rule 3 of the Punjab Right to Information Rules, 2017 fixes the application fee at ten rupees and asks that an application not exceed five hundred words, excluding annexures, while forbidding its rejection on that ground alone; rule 4 charges two rupees for each page in A-3 or smaller size and nothing for the first hour of inspection; rule 5 exempts a person below the poverty line from fees up to fifty rupees under rules 3 and 4 on a copy of the certificate issued by the appropriate Government; and rule 6 takes payment in cash against a proper receipt, by demand draft, banker's cheque or Indian Postal Order payable to the Accounts Officer of the public authority, or by electronic means where the public authority has that facility. It is received by the Central Public Information Officer of the public authority, its addressee, who decides it under section 7(1) within thirty days of receipt, or within forty-eight hours where the life or liberty of a person is concerned; five days are added under the proviso to section 5(2) where a Central Assistant Public Information Officer receives it.
