In Chandigarh the Estate Officer's allotment file under the Capital of Punjab (Development and Regulation) Act, 1952 is the record of title, so a duplicate or reissued document comes from the Estate Office. In Punjab, on a site allotted by a development authority under the Punjab Regional and Town Planning and Development Act, 1995, the authority gives its services only to the allottee on its file.
