LEGAL BASIS
Punjab: The Reserve Bank - Integrated Ombudsman Scheme, 2026, in force from 1 July 2026, lets a customer of a regulated entity complain to the Reserve Bank's Ombudsman about a deficiency in service. It covers commercial banks, regional rural banks, co-operative banks with deposits of 50 crore rupees or more, NBFCs with assets of 100 crore rupees or more, non-bank prepaid payment instrument issuers and credit information companies, and it excludes housing finance companies, whose complaints escalate to the National Housing Bank. The customer must first complain to the regulated entity; if it rejects the complaint, or does not reply within 30 days, the customer may file with the Ombudsman within 90 days. There is no monetary ceiling on the dispute. The Ombudsman decides the complaint, and a person aggrieved by the decision can take it to the appellate authority the scheme names. The scheme runs alongside the ordinary remedies: a customer who prefers the civil court, or a consumer complaint to the District Commission under section 35 of the Consumer Protection Act, 2019, may go there (the Act's remedy is in addition to other laws under section 100), and the civil court's decree is appealed to the District Judge or to the Punjab and Haryana High Court. The complaint therefore asks for a statement that the same grievance is not already pending before a court, a Commission or an arbitrator.
Chandigarh: The Reserve Bank - Integrated Ombudsman Scheme, 2026 applies to a customer in the Union Territory on the same terms: the complaint to the regulated entity first, the 30 days it has to reply, the 90 days to file with the Ombudsman after a rejection or silence, no monetary ceiling, and no coverage of housing finance companies, whose complaints escalate to the National Housing Bank. The Ombudsman decides the complaint, with an appeal to the appellate authority the scheme names. The scheme runs alongside the ordinary remedies: the civil court at Chandigarh, with an appeal to the District Judge, Chandigarh, or the Punjab and Haryana High Court, and a consumer complaint to the District Commission serving the Union Territory under section 35 of the Consumer Protection Act, 2019, a remedy that is in addition to other laws under section 100. The complaint asks for a statement that the same grievance is not already pending elsewhere.
