The Authority's portal at rera.punjab.gov.in carries a "File Complaint" link under its Complaint tab. A complainant creates a login with the user type "Complainant", completes the chosen form on the portal, pays the fee of one thousand rupees online, and uploads the scanned enclosures. Practitioners also lodge hard copies — commonly three complete sets together with a soft copy on a USB drive and the demand draft — at the Authority's filing counter. Keep the dated diary number and the portal acknowledgement; they are what fix the date of filing, and the date of filing is what the sixty-day appeal period in sub-section (2) of section 44 runs from once an order follows.
This pack is drafted for an allottee. A promoter who wishes to appeal an order needs a memorandum drawn for a promoter, with proof of the deposit that the proviso to sub-section (5) of section 43 of the Act requires before his appeal can be entertained, and should not use Form 'L' as printed here.
