Use this when a public office holds records you need and will not simply hand them over: the approved building plan of your house or of a neighbour's construction, the allotment and transfer file of a plot, the status of a mutation, a demarcation report, a notice issued against your property, or the file noting on an application of yours that has been pending for months. The Right to Information Act, 2005 lets every citizen ask any public authority in writing, without giving a reason, and makes its Public Information Officer answer within thirty days. The application goes to the officer of the office that holds the records: a Punjab department, development authority or municipal body answers under the Punjab Right to Information Rules, 2017, and the Estate Office and the other offices of the Union Territory of Chandigarh Administration answer under the Right to Information Rules, 2012. Both charge ten rupees for the application and two rupees a page for copies, and a person below the poverty line claims the exemption the rules give with a copy of the certificate. Ask short, numbered questions about records that exist, such as a copy of a letter, the date of an inspection or the name of the officer who approved a plan, rather than asking why something was done, and give the file or plot number so that the record can be traced. Keep the receipt or postal proof: the thirty days, and every later deadline, run from the day the office receives the application. If no reply comes, or the reply refuses or leaves out what you asked, the next step is the first appeal in this set.

Punjab and Chandigarh: no stamp duty is payable on this application. A request to a public authority for its own records creates, transfers, limits or extinguishes no right, so it is not an instrument within section 2(14) of the Indian Stamp Act, 1899. The only money that goes with it is the application fee under rule 3 of the applicable rules, paid in one of the modes rule 6 lists, none of which is stamp paper.

रजिस्ट्री

Punjab and Chandigarh: the application is not registrable. It passes no interest in immovable property, so section 17(1)(b) of the Registration Act, 1908 does not reach it. What proves it is the dated receipt the office gives, the postal receipt with its delivery report, or the acknowledgement of an online filing; keep it with the office copy, because every time limit runs from receipt.

नोटरी

Punjab and Chandigarh: no notary is needed. The Right to Information Act, 2005 asks only for a request in writing or through electronic means, with the prescribed fee, and neither the Punjab Right to Information Rules, 2017 nor the Right to Information Rules, 2012 call for attestation or an affidavit.

गवाह

Punjab and Chandigarh: no witness is needed. The applicant signs alone, and the office's receipt or the postal record proves when the application was filed.

Subject: Information about the building plan approval of House No. 2146, Sector 70, SAS Nagar (Mohali)

  1. Request. I am a citizen of India and I request the information described below under section 6(1) of the Right to Information Act, 2005 (the Act). The public authority is under the Government of Punjab, so the Punjab Right to Information Rules, 2017 govern this application, and a second appeal lies to the Punjab State Information Commission.
  1. No reason required. Section 6(2) of the Act does not require me to give a reason for this request, or any personal details except those needed to contact me, and I give none.
  1. What I ask for. The information concerns the building plan approval of House No. 2146, Sector 70, SAS Nagar (Mohali) and covers the period from 1 January 2024 to 31 August 2026. The records can be traced under this reference: allotment file No. 70/2145 and building plan diary No. BP/2025/1187. Please answer each numbered question separately, and supply a copy of every document a question names:
  1. Give a certified copy of the building plan approved for House No. 2146, Sector 70, with the date of approval. 2. Give copies of the site inspection reports made before the approval. 3. Give the name and designation of the officer who approved the plan.
  1. Records held elsewhere. If another public authority holds any part of this information, or its subject is more closely connected with another public authority's functions, please transfer that part to it under section 6(3) of the Act, no later than five days from receipt, and tell me at once that you have done so.
  1. How I want the reply. Please send the information and copies by registered post to my address above. Section 7(9) of the Act requires information to be provided in the form in which it is sought, unless that would disproportionately divert the resources of the public authority or harm the safety or preservation of the record.
  1. Fee. I have paid the application fee of ten rupees in cash to the public authority against a receipt, a copy of which is enclosed. Particulars: Indian Postal Order No. 45F 118273 dated 1 September 2026. If a further fee is payable for the copies, please send me the amount with its calculation under section 7(3) of the Act; the time between your intimation and my payment is left out of the thirty days.
