Subject: Information of a cognizable offence given at Police Station Division No. 5, Ludhiana on 2 April 2026 and not recorded as a first information report: complaint by post under section 173(4) of the Bharatiya Nagarik Suraksha Sanhita, 2023
Sir or Madam,
- 1. The information I gave. On 2 April 2026 I gave information to the officer in charge of Police Station Division No. 5, Ludhiana, in writing, by handing a written complaint to the duty officer at the counter. The information was about a man who took Rs 2,50,000 from me for a car he never delivered, and then threatened to harm my son when I asked for the money back. The persons concerned are Ravinder Singh son of Gurnam Singh, proprietor of Sunrise Motors, Ferozepur Road, Ludhiana, and the incident happened on or about 1 April 2026.
- 2. What the police station did. The duty officer refused to record the information, said it was a civil matter and told me to go to a lawyer. On 15 September 2026 I went again and was told the same. I was given this acknowledgement: a stamped copy of my complaint, diary No. 1822 dated 10 September 2026. The information has not been recorded as a first information report, and I have not been given a copy of any such record.
- 3. Evidence. I hold the following evidence and will hand it to the investigating officer: the booking receipt, my bank statement showing the transfer, and the threatening WhatsApp messages.
- 4. My request. Please consider the information, and if it discloses a cognizable offence, have it recorded as a first information report and investigated, either by you or by an officer subordinate to you, as section 173(4) of the Bharatiya Nagarik Suraksha Sanhita, 2023 provides, and let me have a copy of the record free of cost. I ask that the officer in charge of the police station be directed to act on the information. I send this complaint by registered post with acknowledgement due, and I keep the postal receipt and the acknowledgement.
- 5. If no action follows. If this complaint too brings no action, I will apply to the Magistrate, who may order an investigation under section 175(3) after considering my application, supported by affidavit, and the submission of the police.
- 6. Other proceedings, and the truth of this account. Proceedings about the same matter are pending as follows: Consumer complaint No. 211 of 2026 before the District Consumer Commission, Ludhiana. What I have stated is true to my own knowledge, except where I say I was told it, and I have left out nothing I know about the matter. Enclosed: a copy of my complaint of 10 September 2026 with the station stamp, the booking receipt and the bank statement.
