A court-appointed administrator is needed — intestate death, an absent/unable executor, or letters with a will annexed. S.278, Indian Succession Act, 1925 lists the petition's contents: death time/place, relatives, the petitioner's right, assets, jurisdiction. Disclose assets outside Punjab/Chandigarh where required, and prior grant proceedings. A grant differs from a 'legal heir certificate'. File before the competent District Court; fee/forms unconfirmed.
