ਇਸ ਹਲਫ਼ਨਾਮੇ ਨੂੰ ਦੋਵੇਂ ਅਧਿਕਾਰ-ਖੇਤਰਾਂ ਵਿੱਚ ਨੋਟਰੀ ਅਭਿਪ੍ਰਮਾਣਨ ਤੋਂ ਵੱਧ ਕਿਸੇ ਵੱਖਰੇ ਅਭਿਪ੍ਰਮਾਣਕ ਗਵਾਹ ਦੀ ਲੋੜ ਨਹੀਂ ਹੈ; ਲਾਇਸੈਂਸਿੰਗ ਅਥਾਰਟੀ ਇਸ ਹਲਫ਼ਨਾਮੇ ਦੇ ਕਿਸੇ ਗਵਾਹ ਦੀ ਬਜਾਏ ਸਬੰਧਤ ਪੁਲਿਸ ਥਾਣੇ ਰਾਹੀਂ ਸੁਤੰਤਰ ਤੌਰ ਉੱਤੇ ਹਲਫ਼ਦਾਰ ਦੇ ਪੂਰਵ-ਇਤਿਹਾਸ ਦੀ ਤਸਦੀਕ ਕਰਦੀ ਹੈ।

ਕਦੋਂ ਲੋੜ ਪੈਂਦੀ ਹੈ

You are applying for a fresh arms licence, its renewal, the addition of another firearm to an existing licence, or a duplicate licence in place of one lost or damaged, under the Arms Act, 1959 and the Arms Rules, 2016, and the Licensing Authority's own application form asks for a sworn affidavit of your antecedents, fitness and purpose alongside it. The Arms Act, 1959 and the Arms Rules, 2016 apply uniformly across India; the Licensing Authority for this affidavit is the District Magistrate or Deputy Commissioner of the district in Punjab, or the Licensing Authority notified for the Union Territory of Chandigarh, and it is that office's own local verification — through the police station concerned — that the rest of the application turns on. Not for: a licence for a firearm used in film or theatre production, or an arms dealer's stock-in-trade beyond what a dealer's own licence covers, each of which follows a separate procedure under the Rules; or a permit to carry the weapon into another state, which is a separate authorisation.

ਹੇਠਾਂ ਜੋ ਲਿਖਿਆ ਹੈ ਉਹ ਪੰਜਾਬ ਅਤੇ ਚੰਡੀਗੜ੍ਹ ਲਈ ਹੈ। ਇਸ ਵਿੱਚ ਉੱਥੋਂ ਦੀ ਹੀ ਸਥਿਤੀ ਦਿੱਤੀ ਗਈ ਹੈ, ਇਹ ਨਹੀਂ ਕਿ ਇਹ ਕਿੱਥੇ-ਕਿੱਥੇ ਕਿਵੇਂ ਬਦਲਦੀ ਹੈ — ਭਾਵ ਹੇਠਲੀਆਂ ਰਕਮਾਂ ਉਹੀ ਹਨ ਜੋ ਲਾਗੂ ਹੁੰਦੀਆਂ ਹਨ। ਦਰਾਂ ਬਦਲਦੀਆਂ ਰਹਿੰਦੀਆਂ ਹਨ, ਇਸ ਲਈ ਸਬ-ਰਜਿਸਟਰਾਰ ਦਫ਼ਤਰ ਤੋਂ ਪੱਕਾ ਕਰ ਲੈਣਾ ਠੀਕ ਰਹਿੰਦਾ ਹੈ। ਜੇ ਪ੍ਰਾਪਰਟੀ ਭਾਰਤ ਵਿੱਚ ਕਿਤੇ ਹੋਰ ਹੈ, ਤਾਂ ਇਸ ਵਿੱਚੋਂ ਕੁਝ ਵੀ ਤੁਹਾਡੇ ਲਈ ਨਹੀਂ ਹੈ।

ਸਟਾਂਪ ਡਿਊਟੀ

ਇੱਕ ਹਲਫ਼ਨਾਮਾ ਭਾਰਤੀ ਸਟੈਂਪ ਐਕਟ, 1899 ਦੀ ਅਨੁਸੂਚੀ 1-ਏ ਦੇ ਅਨੁਛੇਦ 4 ਅਧੀਨ, ਜਿਵੇਂ ਇਹ ਪੰਜਾਬ ਉੱਤੇ ਲਾਗੂ ਹੁੰਦਾ ਹੈ — ਜੋ ਅਨੁਸੂਚੀ ਸੰਘ ਰਾਜ ਖੇਤਰ ਚੰਡੀਗੜ੍ਹ ਨੂੰ ਵੀ ਸ਼ਾਸਿਤ ਕਰਦੀ ਹੈ — ਡਿਊਟੀ ਦੇਣਯੋਗ ਹੈ। ਵਿਹਾਰ ਵਿੱਚ ਇਸਦੀ ₹10 ਦੇ ਇੱਕ ਗ਼ੈਰ-ਨਿਆਂਇਕ ਸਟੈਂਪ ਪੇਪਰ ਉੱਤੇ ਸਹੁੰ ਚੁੱਕੀ ਜਾਂਦੀ ਹੈ, ਜੋ ਪੰਜਾਬ ਜਾਂ ਚੰਡੀਗੜ੍ਹ ਵਿੱਚ ਕਿਸੇ ਖ਼ਜ਼ਾਨੇ, SHCIL ਈ-ਸਟੈਂਪ ਕਾਊਂਟਰ ਜਾਂ ਅਧਿਕਾਰਤ ਸਟੈਂਪ ਵਿਕਰੇਤਾ ਉੱਤੇ ਆਮ ਤੌਰ ਉੱਤੇ ਵੇਚਿਆ ਜਾਣ ਵਾਲਾ ਸਭ ਤੋਂ ਛੋਟਾ ਮੁੱਲਵਰਗ ਹੈ। ਅੰਕੜੇ 19 ਸਤੰਬਰ 2026 ਨੂੰ ਜਾਂਚੇ ਗਏ; ਪੰਜਾਬ ਦੀ ਅਨੁਸੂਚੀ 1-ਏ ਦੀਆਂ ਦਰਾਂ, ਹਲਫ਼ਨਾਮਿਆਂ ਸਮੇਤ ਸਾਧਨਾਂ ਦੀ ਇੱਕ ਸੂਚੀ ਲਈ, ਉਦੋਂ ਤੋਂ ਇੱਕ ਕੈਬਨਿਟ-ਪ੍ਰਵਾਨਿਤ ਆਰਡੀਨੈਂਸ ਵੱਲੋਂ ਸੋਧੀਆਂ ਗਈਆਂ ਹਨ ਜਦੋਂ ਅਨੁਛੇਦ 4 ਨੂੰ ਆਖ਼ਰੀ ਵਾਰ ਆਮ ਤੌਰ ਉੱਤੇ ਇੱਕ ਰੁਪਿਆ ਡਿਊਟੀ ਲੈਣ ਵਾਲਾ ਜਾਣਿਆ ਜਾਂਦਾ ਸੀ, ਅਤੇ ਹੁਣ ਅਧਿਸੂਚਿਤ ਸਹੀ ਰੁਪਏ ਦੇ ਅੰਕੜੇ ਦੀ ਇਸ ਟੈਂਪਲੇਟ ਲਈ ਸੁਤੰਤਰ ਤੌਰ ਉੱਤੇ ਪੁਸ਼ਟੀ ਨਹੀਂ ਕੀਤੀ ਗਈ — ਖ਼ਰੀਦ ਦੇ ਦਿਨ ਸਟੈਂਪ ਵਿਕਰੇਤਾ ਤੋਂ ਇਸਦੀ ਪੁਸ਼ਟੀ ਕਰੋ।

ਰਜਿਸਟਰੀ

ਇਹ ਹਲਫ਼ਨਾਮਾ ਅਰਜ਼ੀ ਦੇ ਨਾਲ ਲਾਇਸੈਂਸਿੰਗ ਅਥਾਰਟੀ ਦੀ ਆਪਣੀ ਕੇਸ ਫ਼ਾਈਲ ਵਿੱਚ ਜਾਂਦਾ ਹੈ ਅਤੇ ਇਹ ਪੰਜਾਬ ਜਾਂ ਚੰਡੀਗੜ੍ਹ ਵਿੱਚ ਰਜਿਸਟ੍ਰੇਸ਼ਨ ਐਕਟ, 1908 ਵੱਲੋਂ ਰਜਿਸਟਰਡ ਕੀਤੇ ਜਾਣ ਦੀ ਲੋੜ ਵਾਲਾ ਸਾਧਨ ਨਹੀਂ ਹੈ।

ਪੰਜਾਬ ਜਾਂ ਸੰਘ ਰਾਜ ਖੇਤਰ ਚੰਡੀਗੜ੍ਹ ਲਈ ਨਿਯੁਕਤ ਇੱਕ ਨੋਟਰੀ ਪਬਲਿਕ ਜਾਂ ਸਹੁੰ ਕਮਿਸ਼ਨਰ ਸਾਹਮਣੇ ਸਹੁੰ ਚੁੱਕੀ ਜਾਂ ਪ੍ਰਤਿਗਿਆਨ ਕੀਤੀ ਗਈ, ਜੋ ਹਲਫ਼ਦਾਰ ਦੀ ਪਛਾਣ ਦੀ ਤਸਦੀਕ ਕਰਦਾ ਹੈ ਅਤੇ ਅਰਜ਼ੀ ਦੇ ਨਾਲ ਦਾਖ਼ਲ ਕਰਨ ਤੋਂ ਪਹਿਲਾਂ ਹਲਫ਼ਨਾਮੇ ਉੱਤੇ ਦਸਤਖ਼ਤ, ਮੋਹਰ ਅਤੇ ਤਾਰੀਖ਼ ਅੰਕਿਤ ਕਰਦਾ ਹੈ।

ਗਵਾਹ

ਇਸ ਹਲਫ਼ਨਾਮੇ ਨੂੰ ਦੋਵੇਂ ਅਧਿਕਾਰ-ਖੇਤਰਾਂ ਵਿੱਚ ਨੋਟਰੀ ਅਭਿਪ੍ਰਮਾਣਨ ਤੋਂ ਵੱਧ ਕਿਸੇ ਵੱਖਰੇ ਅਭਿਪ੍ਰਮਾਣਕ ਗਵਾਹ ਦੀ ਲੋੜ ਨਹੀਂ ਹੈ; ਲਾਇਸੈਂਸਿੰਗ ਅਥਾਰਟੀ ਇਸ ਹਲਫ਼ਨਾਮੇ ਦੇ ਕਿਸੇ ਗਵਾਹ ਦੀ ਬਜਾਏ ਸਬੰਧਤ ਪੁਲਿਸ ਥਾਣੇ ਰਾਹੀਂ ਸੁਤੰਤਰ ਤੌਰ ਉੱਤੇ ਹਲਫ਼ਦਾਰ ਦੇ ਪੂਰਵ-ਇਤਿਹਾਸ ਦੀ ਤਸਦੀਕ ਕਰਦੀ ਹੈ।
