The Arms Act, 1959 and the Arms Rules, 2016 apply uniformly across India; the Licensing Authority for this affidavit is the District Magistrate or Deputy Commissioner of the district in Punjab, or the Licensing Authority notified for the Union Territory of Chandigarh, and it is that office's own local verification — through the police station concerned — that the rest of the application turns on. Not for: a licence for a firearm used in film or theatre production, or an arms dealer's stock-in-trade beyond what a dealer's own licence covers, each of which follows a separate procedure under the Rules; or a permit to carry the weapon into another state, which is a separate authorisation.
