The Arms Act, 1959 and the Arms Rules, 2016 apply uniformly across India; the Licensing Authority for this affidavit is the District Magistrate or Deputy Commissioner of the district in Punjab, or the Licensing Authority notified for the Union Territory of Chandigarh, and it is that office's own local verification — through the police station concerned — that the rest of the application turns on. This is a general-purpose bond for exactly that situation — state what you are asking the Obligee to do or accept, and what you are indemnifying them against, and the Bond does the rest.
