Form 35: termination of vehicle loan (hypothecation)
When you take a loan to buy a vehicle, the lender's name is noted in the registration certificate (RC) as "hypothecation". After the loan is closed, you and the financier sign Form 35 and the RTO cancels that note, so the vehicle is fully yours on paper and can be sold or transferred freely. Submit it at the Registering Authority (the RTO), often online through Parivahan's Vahan service. In Punjab and Chandigarh much of this is done online, and the printed form is uploaded or taken along.
Issued by: Ministry of Road Transport and Highways (Parivahan), under the Central Motor Vehicles Rules, 1989
The form itself is in English, exactly as the issuing office prints it.
How to fill it in
- Make two copies (three if the original registering authority is a different RTO). At "The Registering Authority", write the RTO that holds your vehicle's record.
- Strike out the words that do not apply in the title and the text: hire-purchase, lease or hypothecation. For a normal vehicle loan, keep "hypothecation".
- "certificate of registration of vehicle No.": write your vehicle's registration number exactly as it is on the RC.
- "My/Our mobile number is": write your mobile number.
- The form says the certificate of registration is enclosed together with the fee, so attach the original RC and the fee the RTO asks for.
- Sign (or put your thumb impression) with the date as the registered owner. The financier then signs with the date, its official seal and its address. Ask the financier for a loan-closure letter or NOC to submit with this form.
- Leave "Office Endorsement" and the specimen signature boxes empty: the RTO fills them.
