Form 20: application for registration of a motor vehicle
Form 20 is the owner's application to the Licensing Authority (the RTO) for registration or temporary registration of a motor vehicle. The owner fills it in from the dealer's sale papers. If the vehicle is held under a hire-purchase, lease or hypothecation agreement, it is made in duplicate and the duplicate comes back to the financier with the RTO's endorsement. Much registration is done online through Parivahan's Vahan service, and the printed form is uploaded or taken along.
Issued by: Ministry of Road Transport and Highways (Parivahan), under the Central Motor Vehicles Rules, 1989
The form itself is in English, exactly as the issuing office prints it.
How to fill it in
- If a loan is running on the vehicle, make two copies. At "To The Licensing Authority", write the RTO where you are applying.
- Items 1 to 3: the full name of the person to be registered as owner, "Son/Wife/Daughter of", age, and permanent address. The form lists the address proofs to enclose (such as electoral roll, life insurance policy, passport, a Government pay slip, or an affidavit before a magistrate or notary).
- Items 4 to 6: temporary or official address if any; 4A ownership type (pick the number from the list, such as 9 Individual); duration of stay at the present address; mobile number; and PAN number, which is optional.
- Items 7 to 9B: place of birth; if that is outside India, when you migrated to India; and the name of your nominee and the nominee's relationship with you.
- Items 10 and 11: the name and address of the dealer or manufacturer you bought from (the form asks you to enclose the sale certificate and the manufacturer's road-worthiness certificate). Item 11 is only for an ex-army or imported vehicle, or a locally made trailer or semi-trailer.
- Items 12 to 28: the vehicle's class, whether it is new, ex-army or imported, type of body and vehicle, maker's name, month and year of manufacture, cylinders, horse power, cubic capacity, wheel base, chassis number (with the pencil print affixed), engine or motor number, seating capacity, fuel, unladen weight, any previous registration, and colour. Copy these from the dealer's invoice and the manufacturer's papers. Below item 28 is the declaration that the vehicle has not been registered in any State.
- Items 29 to 36 (tyres, gross vehicle weight, axle weights, dimensions and semi-trailer particulars) are only for a transport vehicle other than a motor cab. For an ordinary car or bike, leave them blank.
- Items 37 to 39: the insurance certificate or cover note number, its date, the insurance company and the dates it is valid from and to (or the order if the vehicle is exempt from insurance), and the fee you have paid, in the amount the RTO tells you. Date it. The dealer signs with the owner's specimen signature.
- In the Note, strike out whatever does not apply: hire-purchase or lease with a financier, hypothecation in favour of a financier, or not held under any agreement. If a loan applies, the financier signs too; the registered owner signs or puts a thumb impression. Leave the "Certificate of inspection" box to the inspecting authority; it is only for a body built separately on a purchased chassis.
