Telecom or Broadband Complaint and Appeal

Answer what you can. The draft beside these boxes is rewritten as you go, so you can see exactly what each answer does to the document.

What you type stays in this browser. Nothing is sent anywhere until you choose to keep a copy — and closing this tab loses it.

Your answers

Nothing answered yet. There are 22 questions on this form.

Still to answer

19 answers are still to come.

Nothing is amiss in what you have written. The document is simply not finished, and the draft marks each gap where an answer will go.

A calendar date — the day, the month and the year. Dates in a document like this are read against one another, so a date typed here can change what another date is allowed to be.

For example: 16 November 2026

For example: Ludhiana

How will you send this?Needed
Is this your first complaint or an appeal?Needed

For example: The Appellate Authority, Example Telecom Ltd, Punjab Circle

At what address is it sent?Needed

An email address somebody actually reads. Notices under a document like this can be sent to it, so a working one matters more than a tidy one.

For example: appellate@exampletelecom.example.com

For example: Gurpreet Singh Dhillon

What is your address?Needed

An email address somebody actually reads. Notices under a document like this can be sent to it, so a working one matters more than a tidy one.

For example: gurpreet.dhillon@example.com

A number somebody can be reached on. Ten digits is the usual Indian form, and a country code in front of it is fine if you want it there.

For example: +91 98150 47731

For example: No broadband service since 3 November 2026 on connection ending 6120; complaint docket 90412266

For example: my fibre broadband connection ending 6120 at the address above

For example: 90412266 dated 4 November 2026

What is wrong, since when, what you were promised and what you were charged.

A long answer. Several lines are fine, and a break you make between paragraphs is the break the document keeps.

For example: The connection has been down since 3 November 2026. Technicians were promised on 4, 6 and 9 November 2026 but did not come. I have still been billed for the month.

Each contact: the date, how, the reference number and the answer; for an appeal, also the provider's decision and its date.

A long answer. Several lines are fine, and a break you make between paragraphs is the break the document keeps.

For example: I called the helpline on 4, 6 and 9 November 2026. On 12 November 2026 the complaint was closed as "resolved" though the service had not been restored.

An amount in rupees. Commas and a ₹ sign are both fine — write it the way you would write it anywhere else, and the document is given the tidy form of it.

For example: 1180

The repair, credit, refund, withdrawal of a charge, or change you want.

A long answer. Several lines are fine, and a break you make between paragraphs is the break the document keeps.

For example: Restore the service within three days, withdraw the bill for the days it was down, and compensate me for the loss of service.

Number each paper. Send copies and keep the originals.

A long answer. Several lines are fine, and a break you make between paragraphs is the break the document keeps.

For example: 1. Bills for October and November 2026. 2. Messages and call log showing my complaints. 3. The provider's closure message of 12 November 2026.

For example: Kuldip Singh Sandhu

An email address somebody actually reads. Notices under a document like this can be sent to it, so a working one matters more than a tidy one.

For example: kuldip.sandhu@example.com

The live draft

The draft, as it stands

This is the whole document, not a sample of it. It is rewritten every time you change an answer.

A long blank line — __________ — stands wherever an answer has not been given. It is left that visible on purpose, so an unfinished document cannot be mistaken for a finished one.

No answer has been given, so every place a detail belongs is standing blank. The shape of the document is worth reading even now.

ENCLOSURES

__________

LEGAL BASIS

Punjab and Chandigarh: The telecom regulator's rules on the redressal of telecom consumers' complaints require a service provider to run a complaint centre and nodal officers, to give a docket number, to dispose of a complaint within a stated time, and to have an appellate authority to which a subscriber may appeal; a subscriber who is still not satisfied can complain to the regulator and to the consumer forum. A telecom provider's service to its subscriber is a service under the Consumer Protection Act, 2019, so a complaint of deficiency can be taken to the District Commission within two years of the cause of action. No fee is payable on this letter.

Reading costs nothing. Keeping a copy needs an account.

The opening of the draft is on this page as you answer it. Once every answer is in, the button below opens the whole draft, watermarked — still without an account. Printing it, or keeping a clean copy, is where an account is asked for. That is the whole arrangement.

A kept copy has to belong to somebody, and that is the reason for the account. There is nothing further to it.
