Once a dispute on the society's constitution, management or business must go to the Registrar, not a civil suit. S.55, Punjab Co-operative Societies Act, 1961 requires it; s.82 bars civil/revenue-court jurisdiction. State the parties, dispute type, facts, prior decision, documents and relief — keep a title controversy separate. Chandigarh: same Act, 1963 Rules. Filing fee/limitation for a s.55 reference weren't confirmed.

JURISDICTIONAL FIT

The reference should explain why the controversy touches the constitution, management or business of the cooperative society. A separate dispute over external property title should not be pulled into section 55 merely because one litigant happens to be a member.

RELIEF PRECISION

The relief should be something the Registrar or authorised adjudicatory process can grant under the Act. A focused prayer for account correction, dues determination, membership action or society decision is stronger than a broad request for every civil remedy.
