Get a certified copy of the Punjab revenue record for a piece of land — a fard, extracted from the jamabandi (the record of rights under ss.31/33, PLRA, redone every 5 years, updated by mutations meanwhile). It's the paper behind almost everything: a sale, a loan, a mutation, a partition, a compensation claim — Punjab reportedly processes 1-1.5 lakh fard requests a month. Three routes: online at jamabandi.punjab.gov.in (digitally signed, QR-verified); the Fard Kendra/Sewa Kendra counter; or the Halqa Patwari for an old jamabandi, a girdawari, or a gap in the computerised record. You can request related records by name too — fard haqiat, a mutation copy, a fard badar copy, a rapat copy, khasra girdawari, misal haqiat, a field-map tracing, the shajra nasab — citing the specific number where the record has one. Don't use this: to get the record CHANGED rather than copied (a wrong entry needs a fard badar; a transfer or death needs a mutation — a copy application changes nothing); for Chandigarh land (no jamabandi there — a different Estate Office record); for a copy of a REGISTERED DEED (that's the Sub-Registrar, under s.57, Registration Act, 1908, a different office); or as your only title check before buying — an entry is presumed true only until disproved (s.44), and a mutation sanctioned after the last 15 June cut-off may not show yet, so also get pending mutations and a Non-Encumbrance Certificate. Not for fixing a boundary (that's demarcation/nishandehi, a separate service).

No stamp duty — not a chargeable instrument; plain paper, no stamp needed even online. What you pay is a copying fee, and which one depends on the counter: at the PATWARI's record (Rule 71), Rs 20/page for a jamabandi/fard badar/mutation copy, Rs 20 flat for a fard haqiat, Rs 20 per four fields for a map tracing — free for a public officer's official purpose. At a FARD KENDRA computerised nakal (Rule 71-B), the fee is genuinely unpublished — don't assume it matches the Rs 20 manual rate; ask the operator to show the on-screen figure and insist on a receipt. The Rs 600 mutation fee and Rs 200 pasting fee do NOT apply to a copy application — those are charged on an actual mutation or registered document. No court fee is prescribed; don't prepay one if a counter asks — get the schedule entry in writing. The online portal announced free jamabandi copies at its 2025 launch (only a Rs 500/year subscription service is paid).

रजिस्ट्री

Not registrable — section 17, Registration Act, 1908 doesn't reach a copy request; nothing to register, no fee, no deadline. The actual authority is Rule 71 (patwari's record) or Rule 71-B (a Fard Kendra's computerised nakal, notified 2009). Three counters: online at jamabandi.punjab.gov.in (all 23 districts); the Fard Kendra (Mon-Fri, 9am-5pm, same-day if requested by 4pm); or the Halqa Patwari for an old or gap-filled record. Whether Fard Kendras still operate independently is unresolved — Punjab announced folding them into Sewa Kendras from April 2025, but some sources still list them separately — ring the tehsil first. This is a notified service: 1 day at Fard Kendra level; 2-7 days at village level depending on page count (plus 2 days if filed at a Sewa/Suwidha/Saanjh Kendra). Appeal for delay goes to the SDM, then the Deputy Commissioner — built entirely on your acknowledgment and receipt, so never leave without them. Remember: the copy only carries the section 44 presumption of truth, not a title guarantee, and a mutation finalised after the 15 June cut-off (para 7.56) may not appear in it yet.

नोटरी

Not required, and not to be demanded — no rule needs a notary, oath commissioner or affidavit for a copy of a public record. You're identified instead by a photo ID (self-attested copy) at the counter, or by mobile OTP online. A notary IS needed for other, different documents nearby — a mutation-of-inheritance affidavit, some offices' fard badar affidavit, a lost-title-deed affidavit — but never for this copy application itself. If someone else collects for you, the letter of authority doesn't need notarising either (though a fussy clerk may ask for one anyway) — keep it narrow: presenting, paying, collecting only, never reporting an acquisition or consenting to a mutation on your behalf. A digitally signed fard downloaded online needs no further attestation — sections 4 and 5, IT Act, 2000 give it the same legal effect as a signed paper; don't let anyone insist on fresh tehsil stamping.

Only you sign; a representative collecting for you signs only their own specimen line, never the application. Any ONE co-sharer can apply for the whole khewat's copy. Separate reminder if you're here because of a death: report the inheritance to the Halqa Patwari too — section 39, PLRA lets the Collector fine up to 5x the mutation fee for reporting over 3 months late, a commonly forgotten and costly mistake.

Made under Rule 71 and Rule 71-B of the Punjab Land Revenue Rules, framed under sections 155 and 156 of the Punjab Land Revenue Act, 1887, for a certified extract of the record of rights maintained under sections 31 and 33 of that Act.

Before you print this. Print two copies. The counter keeps one and returns the other to you with the token number and the date of delivery written on it — that returned copy is the only thing that lets you chase the file or file a Right to Service appeal, so do not leave without it. Do not buy stamp paper for this: an application to a revenue officer bears no stamp duty. Carry the copying fee in cash in small notes, and carry your photograph identity document. The Annexure at the end tells you which counter to walk into, what it costs and how long it should take; it is guidance for you and is not part of the application.

1.2 I apply in the following capacity: the recorded owner (malik) of the holding described below. More particularly: I hold a one-fourth share by inheritance from my late father; mutation number 4471 was sanctioned on 12 August 2023 and I want to see whether it has gone into the jamabandi.

1.3 I am aware that the record of rights is a public record and that a copy of it is furnished to an applicant on payment of the prescribed copying fee. I ask for no privilege beyond that, and I ask to be told nothing that is not written in the record.

2. The land, and the entry I want copied

2.1 The land to which this application relates lies in the revenue estate of Village Kaunke Kalan, Tehsil Jagraon, Sub-Tehsil Sidhwan Bet, District Ludhiana, Punjab.

2.3 Where a row above is left blank, that particular is not known to me. I have given every particular I have, and I request that the entry be traced from those particulars read together with the name standing in the ownership column and the khasra numbers.

2.4 I am aware that under paragraph 7.41 of the Punjab Land Records Manual the khewat number is the number of the owners' holding, arranged in the order of the shajra nasab of the estate, while the khatauni number is the number of the holding of the person responsible for cultivation, self-cultivation (khudkasht) being entered first and tenants-at-will after it. If I have given one number where the other was needed, please trace the entry from the khasra numbers.

3. What I am asking you to issue

3.1 Please issue 2 certified copy or copies of Fard Jamabandi (the record of rights for the holding described below).

3.2 Where the record I have asked for is one that is identified by its own number or its own field numbers — a mutation, a rapat in the roznamcha waqiati, a fard badar, a khasra girdawari or a tatima shajra — the identifying particular is in the table at paragraph 2.2. If that row is blank, or if the number I have written there does not answer to the record, please do not reject this application on that ground: trace the entry from the khewat and khasra numbers, from the name standing in the ownership column and from the estate, issue the copy, and write on the acknowledgment the number you have in fact used, so that I can quote it correctly next time.

3.3 Please issue the copy attested in the manner your office attests a nakal — that is, signed and sealed by the officer authorised by the District Collector to issue computerised nakals under Rule 71-B of the Punjab Land Revenue Rules, notified vide No. G.S.R/P.A/1887/Ss.155 and 156/Amd.2009 dated 28-05-2009, or signed by the Halqa Patwari where the copy is made from the patwari's own record under Rule 71.

3.4 Please see that the copy carries on its face the name and hadbast number of the estate, the tehsil and district, the jamabandi year to which the entry belongs, the date of issue, and — where the copy is a computerised or digitally signed one — the verification number and QR code by which its genuineness can be checked. A nakal without the year and the date of issue is turned away by banks and by revenue courts, and I would then have to apply a second time.

3.5 As to delivery: I will collect the copy from the counter myself.

Somebody is coming in my place. In place of anything in paragraph 3.5 that assumes I shall attend in person, I ask that the copy be delivered to Harjinder Kaur and to no other person. That person is named, identified by parentage and by photograph identity document, and given a specimen signature for your comparison, in the authority at the foot of this application, and a self-attested copy of that person's identity document is enclosed.

Period, where the record runs by year or by harvest. A khasra girdawari, a roznamcha, and a run of jamabandis are kept by period rather than as a single entry. Please supply the record asked for above for the period from 1 April 2026 to 3 April 2026, both dates included, and please tell me if any part of that period is not available at this office.

4. Why I need the copy

4.1 I require the copy for the following purpose: sale of this land, the fard being required by the intending purchaser and at registration. The circumstances are these: The bank has asked for the fard and for the nakal of mutation number 5142, both issued within the last thirty days.

4.2 I apply for it for that purpose and for no other. I am aware that the purpose makes no difference to what the record says, and that stating it is a courtesy to the office rather than a condition of being given a copy of a public record.

A lender is asking for it. The copy is required by Punjab Gramin Bank, Jagraon Branch, which is considering or has sanctioned a facility against this land, and that institution wants a fard of recent date. Please write the date of issue on the face of the copy.

A recorded owner has died. Sardar Jagtar Singh s/o Bachan Singh, died 3 February 2026, whose name stands or stood in the ownership column of the holding described in paragraph 2, has since died. I need the copy in order to report the acquisition by inheritance to the Halqa Patwari and to have the mutation entered and attested. I am aware that under section 39 of the Punjab Land Revenue Act, 1887 a person who fails to report an acquisition within three months is liable, at the discretion of the Collector, to a fine not exceeding five times the fee that would have been payable on the mutation.

It is needed in a proceeding. The copy is required in connection with: Civil Suit No. 442 of 2025, Sandhu v. Sandhu, Court of the Civil Judge (Junior Division), Jagraon. If a copy meant for filing is issued differently at this office from an ordinary nakal, please issue it in the form fit for filing, and please tell me the additional fee, if any, before it is prepared.

5. The fee

5.1 I undertake to pay the copying fee properly chargeable for this record, and I request a receipt for whatever is paid, showing the number of pages charged and the head to which it is credited. There are two different fees in this area and I set out both, so that the right one can be applied rather than argued about.

5.2 Where the copy is made from the Halqa Patwari's own record under Rule 71 of the Punjab Land Revenue Rules, the scale is the one at paragraph 3.48 of the Punjab Land Records Manual as published by the Department of Revenue, Rehabilitation and Disaster Management, Punjab, checked on 6 September 2026: a certified copy of a jamabandi, of a fard badar, of a pending mutation, of the interrogatories in a pending mutation, of the counterfoil of a mutation sheet or of the misal haqiat is charged at Rs 20 per page of the original document; a fard haqiat is charged Rs 20 as a fixed charge irrespective of the number of khewats; a tracing of a field map or a tatima shajra is charged Rs 20 per four fields; and inspection of the papers of one quinquennium is charged Rs 20 per inspection.

5.3 Where the copy is a computerised nakal issued under Rule 71-B, that scale is not the governing one. The fee is the amount fixed by the notification No. G.S.R/P.A/1887/Ss.155 and 156/Amd.2009 dated 28-05-2009, which is the provision under which a person authorised by the District Collector furnishes computerised nakals, and neither the 2009 nor the 2016 PLRS Fard Kendra Operational Manual reproduces the figure. I therefore do not assert an amount for a computerised nakal. Please show me the fee on the screen before the copy is printed, tell me the number of pages you have counted, and issue the receipt.

5.4 I am aware that the copying fee under Rule 71 is credited to the head '0029 - Land Revenue - 800 - other Receipts - 07 - Copying and Inspection Fee of patwaris Record', that the patwari retains no share of it, and that nothing beyond the receipted fee is due from me to anybody inside this office or outside it. I am also aware that the mutation fee and the pasting fee shown in the Revenue Department's document-wise fee table are charges on a mutation and on a registered document and are not payable on an application for a copy.
