Form 34: application to enter a loan (hypothecation) on the RC after registration

When a loan, hire-purchase or lease is taken on a vehicle after it is already registered, the registered owner and the financier apply together in Form 34 to the Registering Authority (the RTO) to have the agreement entered in the certificate of registration (RC) and the office records. It is made in duplicate, and in triplicate where the original authority is different. The certificate of registration goes with it. When the loan is repaid, the entry is removed using Form 35, which is also on this site.

Issued by: Ministry of Road Transport and Highways (Parivahan), under the Central Motor Vehicles Rules, 1989

The form itself is in English, exactly as the issuing office prints it.

How to fill it in

  1. At "The Registering Authority", write the RTO where the vehicle is registered. Make two copies (three if the original registering authority is different).
  2. "The motor vehicle bearing registration number ...": write the registration number. Then write the name of the registered owner (strike out "registered owner/person to be registered as owner", whichever does not apply), and the financier's full name and address with the agreement number or loan account number. Strike out whichever of hire-purchase, lease or hypothecation does not apply.
  3. Write your mobile number. The form says the certificate of registration is enclosed together with the fee; ask the RTO what fee applies, as the form does not state an amount.
  4. Date the form and sign (or put a thumb impression) as the registered owner. The financier dates it and signs in the financier's space. Leave the "Office Endorsement" and the financier's specimen signature boxes for the RTO.
