Form 28: application for a vehicle No Objection Certificate (NOC)
If you move a vehicle to another RTO's area or another state, or sell it to someone who lives there, the RTO that registered it must first give a "No Objection Certificate" (NOC). Form 28 is the application for it. Part II is the financier's consent if there is a loan, and Part III is the RTO's own grant or refusal. Submit it at the Registering Authority (the RTO), often online through Parivahan's Vahan service. In Punjab and Chandigarh much of this is done online, and the printed form is uploaded or taken along.

How to fill it in
- At "The Registering Authority", write the RTO that registered the vehicle. The form is made in four copies if the vehicle is under a loan.
- Tick or strike out the two lines to show your purpose: you intend to transfer the vehicle to another RTO's area (write which one), or to sell it to a named buyer who lives under another RTO and state (write the buyer's name, the RTO and the state).
- Items 1 to 2a: your name and address, "Son/wife/daughter of", and your mobile number.
- Items 3 to 7: the registration number, class of vehicle (for example motor cycle or motor car), the authority that first registered it, and the engine (or motor) number and chassis number, copied from the registration certificate.
- Items 8 and 9: the period the vehicle has stayed in the State, and the date up to which motor vehicle tax has been paid.
- Items 10 to 13: say whether any tax demand is pending, whether the vehicle is in any theft case, whether any action under sections 53, 54 or 58 of the Motor Vehicles Act is pending, and whether it is in any case of transporting prohibited goods. Give details for each "yes", and write "No" or "Nil" otherwise.
- Item 14: if the vehicle is under a hire-purchase, lease or hypothecation agreement, write the financier's full name and address. Then write the date and sign as the owner.
- Part II is signed by the financier, if there is one. Leave Part III (the RTO's grant or refusal under section 48(3)) empty.
