When you need it

For a seller disclosing material facts before the agreement to sell is signed: title capacity, mortgages/charges, disputes, occupancy, dues, approvals, alterations, known defects. TP Act 1882 s.55(1)(a) puts a disclosure duty on the seller for defects known to them, unknown to the buyer, undiscoverable by ordinary care. Not a substitute for diligence, but forces known issues onto the record.
