Why you need it

When you need it

Construction reached plinth/DPC level, needing an inspection before the superstructure proceeds. Chandigarh's Estate Office lists a DPC certificate service (demarcation certificate, architect supervision, plinth verification); Punjab uses similar stage-inspection controls. States the sanctioned plan, setbacks, footprint, benchmark/level, deviations and supervision — cheaper to fix here than later, and deviations must be disclosed, not certified compliant.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

No stamp duty: it creates no right in property, so it is not an instrument under section 2(14), Indian Stamp Act, 1899. Print on plain paper; pay only the authority's fee. Any affidavit filed is stamped separately.

Registration

Not registrable: creates no right in property; section 17, Registration Act, 1908 doesn't apply.

Notarisation

Not required, unless the authority asks for an affidavit.

Witnesses

Not required. The owner's and the professional's signatures suffice.
