When you need it

You cannot go yourself to collect one thing and want to send someone with a signed letter: your passport, your degree certificate or mark sheet, your cheque book, or a parcel addressed to you. You choose which in the questions, name the bearer and the ID the bearer will carry, say where it is collected from, and set a last date.

Several of these are not handed to anyone else. A passport is often released only to the holder, a bank may want its own authority form or the account holder, a university may want a notarised letter and copies of both IDs, and a courier will usually ask for the order or tracking number and an ID. Ask the place first. Attach a copy of your own ID and the bearer's. This letter is for collecting one item only. It does not let the bearer do anything else for you. What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

Usually none for a plain letter to collect one item. If you widen it so that the bearer can act for you in other ways, it becomes a power of attorney and is chargeable with stamp duty; this letter prints no figure, and a strict counter may ask. Ask the place before you rely on it.

Registration

Not required. This is a letter and not a power over property. Do not use it for anything that needs a power of attorney.

Notarisation

Not required by law. A bank, university or passport office may still ask for the letter to be notarised or for your signature to be attested; ask first.

Witnesses

None required. Attach a self-attested copy of your ID and the bearer’s, and give the bearer a specimen signature on the letter.

4. This letter is for collecting that one item only. It does not let the Bearer sign any paper other than a receipt, change any detail, give any instruction, or collect anything else for me. It can be used up to 2 April 2026 and not after.
