Form 31: transfer of ownership to the nominee or successor of a deceased owner

When a registered owner dies, the person nominated by the owner, or the person succeeding to the possession of the vehicle, applies in Form 31 to the Registering Authority (the RTO) to have the ownership transferred to his or her name. The form is made in duplicate if the vehicle is held under a hire-purchase, lease or hypothecation agreement. The certificate of registration is enclosed with it.

Issued by: Ministry of Road Transport and Highways (Parivahan), under the Central Motor Vehicles Rules, 1989

The form itself is in English, exactly as the issuing office prints it.

How to fill it in

  1. At "The Registering Authority", write the RTO where the vehicle is registered. If a loan is running, make two copies.
  2. Item 1: the vehicle registration number, make and model, chassis number, engine or motor number, and type of vehicle, copied from the registration certificate.
  3. Items 2 to 4: the name of the deceased registered owner; the name and age of the nominee or person succeeding to the possession of the vehicle, with "son/wife/daughter of"; and the relationship with the deceased owner.
  4. Items 5 and 6: the proof of nomination or succession (write what you are enclosing), and the mobile number of the new owner.
  5. Enclose the certificate of registration, write the date and sign as the applicant. If there is a loan, the financier fills the "Consent of the financier" box with full name and address, and signs. Leave the "Office Endorsement" and the specimen signature boxes for the RTO.
