Form 29: notice of transfer of vehicle ownership (seller)
When you sell a car, bike or scooter, the seller fills in Form 29 to tell the RTO that the vehicle now belongs to the buyer. The buyer fills in Form 30. The duplicate copy comes back to you with the RTO's endorsement once the ownership is changed in the records. Submit it at the Registering Authority (the RTO), often online through Parivahan's Vahan service. In Punjab and Chandigarh much of this is done online, and the printed form is uploaded or taken along.

The form itself is in English, exactly as the issuing office prints it.
How to fill it in
- Make two copies (the form is made in duplicate). At "The Registering Authority", write the RTO where the BUYER lives.
- "I/We ... resident of": your own name and address as the seller.
- "day of the year": the day, month and year on which you sold and handed over the vehicle.
- "vehicle no", "make", "chassis No." and "engine No.": copy these exactly from the registration certificate (RC). For a battery-operated vehicle, write the motor number in place of the engine number.
- "to Shri/Smt.": the buyer's full name, "son/wife/daughter of" and full address (house number, street, village or town, district and state).
- "under an agreement of hire/purchase/lease/hypothecation with": if a loan is still running on the vehicle, write the financier's name here and get the financier's signature to give consent. Otherwise strike it out. Strike out whatever does not apply.
- Hand the registration certificate and the insurance certificate to the buyer, as the form says you have done. Then sign, with the date, as the owner. Write the buyer's name at "I/We ... (Transferee)" and "Copy to the registering authority" with the RTO where you, the seller, live.
- Leave "Office Endorsement" empty: the registering authority fills it. The form says it is to be sent to the registering authority by registered post with acknowledgment due.
