Form 30: application for transfer of vehicle ownership (buyer)
When you buy a second-hand car, bike or scooter, Form 30 is how the ownership is recorded in your name in the registration certificate. Part I is for the seller (the transferor) and Part II is for you, the buyer (the transferee). Submit it at the Registering Authority (the RTO), often online through Parivahan's Vahan service. In Punjab and Chandigarh much of this is done online, and the printed form is uploaded or taken along.

The form itself is in English, exactly as the issuing office prints it.
How to fill it in
- Make two copies if the vehicle is under a loan. At "The Registering Authority", write the RTO where the buyer lives.
- Part I, the seller fills: "Name of the transferor", "son/wife/daughter of" and "Full address".
- Part I: the sale date, the vehicle's "registration mark" (its number), and the buyer's name, parentage and full address.
- Part I: strike out whichever of the two lines about the "No Objection Certificate" does not apply. If you enclose one, attach it. If not, the seller must file the declaration the form mentions. The seller then signs with the date.
- Part II, the buyer fills: "Name of the transferee", "son/wife/daughter of", "Age", "Mobile number" and "Full address". Proof of address must be enclosed.
- Part II: write the name of a nominee for the vehicle and how they are related to you, then the purchase date, the registration number, and the seller's name and full address.
- Enclose the registration certificate and the insurance certificate, then sign or put your thumb impression with the date. If a loan continues, the financier signs the consent on page 2. Leave "Office Endorsement" empty.
