When you need it

A commercial building with several tenants runs on shared rules: when interior work can be done, which contractors can enter, what is kept in the corridors, who can use the goods lift and when, how rubbish and fire safety are handled. If those rules are only on a notice board, a tenant can later say it never agreed to them.

This document puts them in one place and has the tenant sign that it has read them and will follow them, so that the landlord or the building management can enforce them evenly against every tenant. Use it for a business park, an office tower, a shopping complex, an SCO block or an industrial estate in Punjab or Chandigarh, where the landlord controls common areas. It covers the fit-out period (working hours, noisy work, contractor approval, insurance, a refundable fit-out deposit and drawings) and day-to-day conduct once the business is running (trading hours, loading, common areas, waste, fire safety and security). It is not the lease. It does not fix rent, term or termination, and it does not override the lease or any law. The landlord may update the rules by written notice, but a change cannot take away a right the lease gives the tenant.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

A set of rules that the tenant simply acknowledges and that creates no money obligation of its own is not usually stamped separately. If it is signed as a stand-alone agreement with money consequences (for example forfeiture of the fit-out deposit), treat it as an agreement and check the current stamp figure with the Sub-Registrar or on the e-stamp portal. This template states no duty figure.

Registration

Not required. It is not a lease and creates no interest in the premises. If it is attached to a registered lease, it simply travels with that lease.

Notarisation

Not required.

Witnesses

Not required.

BUILDING RULES AND FIT-OUT GUIDELINES FOR TENANTS

These Rules are issued at Chandigarh on 1 April 2026 by Sethi Estates Private Limited, of SCO 12, Sector 17-C, Chandigarh 160017 (the "Landlord"), and are acknowledged and accepted by Northline Analytics Private Limited, of Plot 5, Phase 8-B, Industrial Area, Mohali 160055 (the "Tenant"), who occupies Office 304, Third Floor, Tower B, Elante Business Park, Industrial Area Phase 1, Chandigarh 160002 (the "Premises") under Commercial Lease Deed dated 1 April 2026 (the "Lease").

For building matters, contact: Building Manager, +91 98140 12345, manager@sethiestates.in.

  1. 1. STATUS OF THESE RULES

1.1 These Rules apply to the Tenant, its employees, contractors, visitors and anyone else who comes to the Premises because of the Tenant. The Tenant answers for all of them.

1.2 These Rules supplement the Lease. If they conflict with the Lease or with any law, the Lease or the law prevails. The Landlord may change the Rules by written notice to every tenant, but a change cannot take away a right the Lease gives the Tenant.

  1. 2. BEFORE FIT-OUT STARTS

2.1 The Tenant shall not start any interior or structural work until the Landlord has approved in writing the Tenant's drawings and the name and details of its contractor. The Tenant shall send those at least 7 days before work is to start.

2.2 The Tenant shall pay a refundable fit-out deposit of ₹1,00,000 (Rupees One Lakh only) before work starts. The Landlord shall return it within 30 days after the work is complete and the Landlord has inspected it, less the cost of making good any damage to the building or common areas caused by the Tenant's work and any amount due under these Rules.

2.3 The Tenant's contractor shall hold contractor’s all-risk cover and workmen’s compensation cover for every worker on site, and shall show proof of it to the Landlord before entering. The Tenant's contractor shall comply with labour, safety and licensing laws and with any condition imposed by the authority that governs the building.

2.4 The Tenant shall obtain, at its own cost, every permission its work needs, and shall give the Landlord a copy on request. Approval by the Landlord is not a statement that the work complies with any law.

  1. 3. HOW FIT-OUT WORK IS DONE

3.1 Fit-out work may be done only in these hours: 9 am to 6 pm, Monday to Saturday. Noisy work (drilling, breaking, grinding and similar) may be done only in these hours: 10 am to 1 pm and 3 pm to 5 pm, and not on Sundays or public holidays.

3.2 The Tenant shall not alter the structure, the external walls, the columns, the beams or the building services, shall not overload the floor, and shall not cut or core the slab without the Landlord's written approval of a structural engineer's drawing.

3.3 Materials shall be brought in and debris taken out only through the service entrance or goods lift, only in the hours in clause 6.2, and in covered containers. Debris shall not be left in corridors, lobbies, stairs or parking areas, and shall be taken off the building site each day.
