When you need it

Use this when your bank, a co-operative bank, an NBFC, a payment wallet or a credit information company has rejected your complaint, given an answer you cannot accept, or not replied within 30 days, and you want the Reserve Bank's Ombudsman to look at it. The Reserve Bank - Integrated Ombudsman Scheme, 2026 replaced the earlier scheme on 1 July 2026.

Complain to the bank or company first, in writing; after a rejection, or 30 days with no reply, you have 90 days to file with the Ombudsman. There is no limit on the amount in dispute. The scheme covers commercial banks, regional rural banks, co-operative banks with deposits of 50 crore rupees or more, NBFCs with assets of 100 crore rupees or more, non-bank prepaid payment instrument issuers and credit information companies. It does not cover housing finance companies; if your lender is one, do not use this form: write to the company's grievance officer and, if that fails, complain to the National Housing Bank, or consider the Consumer Commission Complaint. Answer the questions from your account papers and your earlier complaint. Gather the papers listed in the annexure. File through the Reserve Bank's complaint portal at cms.rbi.org.in, pasting or attaching this complaint, or by post to the address shown on the Reserve Bank's website, and keep the complaint number.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

Punjab and Chandigarh: no stamp duty is payable. A complaint to the Ombudsman creates, transfers or extinguishes no right, so it is not an instrument within section 2(14) of the Indian Stamp Act, 1899, and no fee is charged by the Ombudsman.

Registration

Punjab and Chandigarh: not registrable. A complaint creates or transfers no right in immovable property, so section 17(1)(b) of the Registration Act, 1908 does not reach it. Keep the complaint number and acknowledgement the portal gives.

Notarisation

Punjab and Chandigarh: no notarisation is needed. The complainant verifies the facts at the foot, and no attestation of the signature is required for the complaint.

Witnesses

Punjab and Chandigarh: no witness is needed. The complainant signs alone, and the papers in the annexure support the facts.

Complaint under the Reserve Bank - Integrated Ombudsman Scheme, 2026

Date: 2 April 2026, at Chandigarh

To: The Ombudsman, Reserve Bank of India, under the Reserve Bank - Integrated Ombudsman Scheme, 2026

Jaspreet Kaur Sandhu, House No. 412, Sector 38-A, Chandigarh 160036 (telephone +91 98760 12345, email jaspreet.sandhu@example.com) ... Complainant

versus

Punjab Mercantile Cooperative Bank Ltd, SCO 140, Sector 35-C, Chandigarh 160022, a commercial bank or regional rural bank ... Regulated Entity

The Complainant states as follows.

  1. 1. The Regulated Entity. The Complainant's dealing is with the Sector 35-C branch of the Regulated Entity, in connection with savings account ending 4471. The Complainant holds this account or facility as the sole account holder or borrower.
  1. 2. The grievance in short. A refund of a failed card payment of 8,400 rupees was debited on 3 September 2026 but never credited back, despite the bank's promise to reverse it in seven days.
  1. 3. The facts. On 3 September 2026 I paid an online bill with the bank's debit card. The payment failed but 8,400 rupees left my account. The bank's helpline gave me a reference on 5 September and said the money would return in seven days. It has not.
  1. 4. The amount involved. The Regulated Entity's act or omission is described above. The amount involved in the dispute is ₹8,400 (Rupees Eight Thousand Four Hundred only).
  1. 5. The Complainant's complaint to the Regulated Entity. The Complainant first complained to the Regulated Entity on 1 April 2026, by email to the branch manager and a complaint on the bank's app. The bank gave complaint reference number PMC/2026/117284.
  1. 6. What the Regulated Entity did. The Regulated Entity rejected the complaint. Its reply is dated 2 April 2026. In its reply the Regulated Entity said: It said the amount was already refunded, but showed no proof of the credit.
  1. 7. Time. This complaint is made within 90 days of the date of the Regulated Entity's reply.
  1. 8. No other proceeding. The Complainant has not taken this grievance to any court, Commission or arbitrator, and none is pending or decided.
  1. 9. Relief asked for. The Complainant asks the Ombudsman to direct the Regulated Entity as follows. To credit 8,400 rupees to my account with interest from 3 September 2026, to reverse the charges levied on that amount, and to give me a written explanation. The Complainant also asks for compensation of ₹5,000 (Rupees Five Thousand only) for the loss of time, expense and mental harassment described above, being the cost of travel to the branch on four days and the time lost.

ANNEXURE: PAPERS FILED WITH THIS COMPLAINT
