When you need it

Use this when you have a grievance that needs the district administration and the office that should have dealt with it has not: an encroachment on a public lane, a land or revenue matter that is stuck, a delayed public service, a stalled complaint against an officer, or a dispute that is affecting a neighbourhood. You write the facts, say what you have already tried, ask for specific action, and ask for an acknowledgement and a written reply.

It is your own letter with a list of enclosures, not a form. Not an RTI application — use the RTI Application to a Public Information Officer if what you want is records. Not a complaint to the SDM or Tehsildar, which is the first stop for many revenue and encroachment matters. Not a legal notice to a private person. Not a court petition. Read before sending: keep it short and factual, attach copies and not originals, and keep the office's dated receipt or diary number, because later steps depend on showing when you first approached the office.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

No stamp duty is payable in Punjab or Chandigarh — a letter to the district administration creates, transfers or ends no right in property and is not a chargeable instrument under the Indian Stamp Act, 1899. Plain paper is enough, and no court-fee stamp is needed.

Registration

Not registrable in Punjab or Chandigarh — Section 17 of the Registration Act, 1908 reaches instruments that create or transfer an interest in property, not a representation to an officer. No Sub-Registrar takes a document of this kind.

Notarisation

Not required in Punjab or Chandigarh. Sign the representation and, if you can, file it by hand at the Deputy Commissioner's office and get a dated receipt or diary number on your copy. If you send it by registered or speed post, keep the receipt and the tracking record as proof of the date.

Witnesses

None required in Punjab or Chandigarh — the applicant signs alone. The office's receipt or the postal record proves when it was filed.
