When you need it

Use this when your standing crop has been damaged by hail, flood, heavy or unseasonal rain, fire, pest or disease, drought, or animals, and you want the loss inspected and recorded and any relief or crop-insurance money paid. It is your own application to the revenue officer or the office that handles such relief in your area.

It states who you are and your right in the land, the crop, the cause and date of the damage, how much is lost, whether the crop is insured or under a crop loan, and lists the papers you enclose. Send it as early as you can after the damage. Some relief schemes and crop-insurance policies allow only a short time, sometimes a few days, to report a loss, so do not wait for the full set of papers: send the application and photographs first and the rest as soon as you can. This is a covering application of your own. If the scheme or the insurer also has its own printed or online claim form, fill that in as well; this application does not replace it. Not for: asking the bank to restructure a crop loan; a dispute with a neighbour or another person who caused the damage (a notice or complaint is a different paper); an insurance claim on a vehicle or building.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

No stamp duty: an application to an office creates no right in property. Print or write it on plain paper and pay no fee unless the office's own rules say otherwise. If the office also asks for a sworn affidavit, that is stamped and notarised separately.

Registration

Not registrable: an application creates no interest in property, so section 17 of the Registration Act, 1908 does not apply.

Notarisation

Not required unless the office asks for an affidavit. Keep a receipt, diary number or acknowledgement for what you hand in, or send it by registered post and keep the postal proof.

Witnesses

Not required. The applicant signs alone. A statement from the sarpanch, numberdar or patwari of the village may help as an enclosure, but is not a witness to this application.
