When you need it

Use this when you apply to a bank for a Kisan Credit Card (a farm credit limit for seed, fertiliser and other cultivation costs) and the bank asks for your declaration about the land you hold and cultivate. It is your own signed statement to the Branch Manager: who you are, the land (village, khewat / khatauni, khasra, area), your right in it (owner, co-owner, tenant or batai cultivator), the crops you grow and how they are irrigated, whether the land is already mortgaged or charged, and what other loans you hold.

It supports the bank's own application form; it does not replace it. The bank decides the credit limit and the security it needs, so this declaration asks for no particular amount as of right and does not offer any security by itself. Not for: a loan against the land by mortgage (that is a separate mortgage deed); a loan for a tractor or a shed (a term loan on its own papers); an affidavit sworn on stamp paper, which some branches ask for in addition.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

This declaration is a plain statement to a bank and creates no right in property, so it is ordinarily written on plain paper with no stamp duty. Some branches ask for the same statement as a sworn affidavit on stamp paper; if yours does, the affidavit is stamped and notarised separately and the stamp value is the one the bank names. This drafter could not confirm any fixed figure, so none is stated.

Registration

Not registrable: a declaration to a bank creates no interest in immovable property, so section 17 of the Registration Act, 1908 does not apply. Any mortgage or charge the bank later takes on the land is a separate document on its own terms.

Notarisation

Not required for the declaration itself. Give the bank original papers to see, and keep a copy of the declaration with the bank's acknowledgement.

Witnesses

Not required. The farmer signs alone. The bank may ask a co-owner or the owner of the land (if you are a tenant) to sign separately.

KISAN CREDIT CARD LAND DECLARATION

Date: 1 April 2026

To: The Branch Manager, Punjab National Bank, Samrala branch

From: Nirmal Singh, son of Mal Singh, Village Bhatian, Tehsil Samrala, District Ludhiana, mobile 98140-00000

Subject: declaration of land holding and cultivation for a Kisan Credit Card

Sir / Madam,

In support of my application for a Kisan Credit Card, I make this declaration about my land and my cultivation.

  1. 1. THE LAND

1.1 I hold and cultivate 6 acres (48 kanal) of land at Village Rurki, Tehsil and District Samrala, Ludhiana, khewat / khatauni and khasra (killa) numbers: Khewat 27, Khatauni 44; Khasra 19//12, 19//13.

1.2 My right in the land is this: I am the owner of the land and cultivate it myself.

1.4 I also hold or cultivate other land: 2 acres at Village Rurki, held as a tenant.

  1. 2. CROPS AND WATER

2.1 I grow these crops in these seasons: Wheat in the rabi season; paddy in the kharif season.

2.2 The land is irrigated by: Own tubewell, and canal water on turn.

  1. 3. CHARGES AND OTHER LOANS

3.1 About any mortgage or charge on the land: The land is free of any mortgage, charge or lien, and is not under any other bank loan.

3.2 I now hold these other loans: A crop loan of the primary agricultural co-operative society, village Bhatian, outstanding about 60,000 rupees.

3.3 I would like to ask for a credit limit of ₹3,00,000 (Rupees Three Lakh only). I understand that the bank fixes the limit and the security it needs, and that asking for an amount gives me no right to it.

  1. 4. MY UNDERTAKINGS

4.1 The facts in this declaration are true and complete to my knowledge. I have not hidden any land, charge or loan.

4.2 The bank may check the facts against the revenue record (jamabandi and girdawari) and may inspect the land. Telling the bank at once of any later change in the land, the charges or my other loans will be my duty.

4.3 I have not signed any other declaration of this kind to any other bank for the same land that I have not told you of. I enclose the papers the bank has asked for, listed on its own application form.

Yours faithfully,

Place: Samrala
