When you need it

Use this when your credit card statement shows a charge you dispute: the same charge twice, an amount different from the bill, goods or a service you paid for and never got, a refund promised and not credited, or fees and interest you say were wrongly added. Raise it quickly, because card issuers and card networks work to time limits for disputes that you should confirm in your card terms; many issuers also let you raise a dispute in the app or on the helpline first, and this letter then puts it in writing.

Write from your statement: the date, the merchant's name and the amount of each entry; never write the full card number, expiry date, CVV or PIN, only the last four digits. Try the merchant first and say what happened. Send the signed letter to the issuer's nodal or grievance officer and keep the proof. If the issuer rejects the dispute or does not reply, go on to the Complaint to RBI Banking Ombudsman. Not for transactions you did not make at all, which may be fraud: use the Unauthorised Bank Transaction Complaint.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

Punjab and Chandigarh: no stamp duty is payable. A letter of complaint creates, transfers or extinguishes no right, so it is not an instrument within section 2(14) of the Indian Stamp Act, 1899, and you sign it alone.

Registration

Punjab and Chandigarh: not registrable. This letter creates or transfers no right in immovable property, so section 17(1)(b) of the Registration Act, 1908 does not reach it. Keep the proof of sending, the issuer's acknowledgement and your statement.

Notarisation

Punjab and Chandigarh: no notarisation is needed. The letter works because it is in writing, dated and reaches the other side, not because anyone attests your signature.

Witnesses

Punjab and Chandigarh: no witness is needed. You sign alone.

CREDIT CARD DISPUTE LETTER

Dispute of a charge on my credit card statement

Date: 2 April 2026, at Ludhiana

I am sending this by registered post with acknowledgement due. I am also emailing a copy to cardsdisputes@examplebank.example.com.

To: The Nodal Officer, Credit Cards Division, Example Bank Ltd, Cards Centre, SCO 14, Sector 34-A, Chandigarh 160022

From: Gurpreet Singh Dhillon, House No. 88, Urban Estate Phase 2, Patiala 147002 (email gurpreet.dhillon@example.com, telephone +91 98150 47731)

Subject: Dispute of a double charge of 12,400 rupees on credit card ending 8820

Sir or Madam,

  1. 1. My card. I hold my credit card ending 8820. I dispute the charges described below, which appear on my statement dated 1 April 2026.
  1. 2. The disputed entries. 24 October 2026, Sharma Electronics, Ludhiana, 12,400 rupees, charged twice (two entries of the same amount on the same date). The total I dispute is ₹12,400 (Rupees Twelve Thousand Four Hundred only).
  1. 3. Why I dispute them. The same charge appears more than once on my statement. I bought a television from the merchant on 24 October 2026 for 12,400 rupees and swiped my card once. The slip shows one payment, but the statement shows two debits of the same amount.
  1. 4. What I have done. I visited the shop on 28 October 2026 and again on 2 November 2026. The owner said it was the bank's problem. I raised a dispute on the helpline on 6 November 2026, reference 3390177, and was told to write.
  1. 5. What I require. Please: (a) register this as a dispute and give me its reference number; (b) investigate it, including by raising it with the merchant or the card network where that is the right step; (c) hold the disputed amount, and any interest and late fee that would arise only from it, out of my payable balance until you have decided, and not treat the card as in default for that amount meanwhile; (d) if the dispute is upheld, reverse the amount and any interest and fees charged on it; and (e) tell me your decision in writing, with the reasons, and the name of the officer handling this.
  1. 6. If you do not. I will pay the part of the statement that I do not dispute. If I do not receive a satisfactory written reply in the time your card terms and the Reserve Bank's directions allow, I will take the complaint to the Reserve Bank's Ombudsman and, if needed, to the District Consumer Commission. This letter does not waive any of my rights.

ENCLOSURES

  1. 1. Statement dated 5 November 2026 with the entries marked. 2. Copy of the merchant's bill and the card slip. 3. Messages with the merchant.

LEGAL BASIS

Punjab and Chandigarh: The Reserve Bank of India's directions on credit card issuers require them to have a way for a card holder to dispute a charge and to deal with it fairly, and the card terms usually set a time within which a dispute must be raised. A card issuer's service to its card holder is a service under the Consumer Protection Act, 2019, so a complaint of deficiency can be taken to the District Commission, and the Reserve Bank's Integrated Ombudsman Scheme in force allows a complaint to the Ombudsman after the issuer rejects the dispute or does not reply. No fee is payable on this letter.
