When you need it

Use this when money has left your account, card or wallet through transactions you did not make or authorise, and you want to put it to your bank in writing. First phone the bank's helpline and block the card or account, because the Reserve Bank's rules turn on how quickly you report; then send this letter the same day if you can.

Report the fraud as well on helpline 1930 or at cybercrime.gov.in and note the complaint number. Answer from your statement and your SMS alerts. Never write an OTP, PIN, password or full card number; the last four digits of an account or card are enough. Send the signed letter to the branch manager and, by email, to the bank's grievance or nodal officer; keep the proof. If the bank rejects the complaint or does not answer in the time allowed, go on to the Complaint to RBI Banking Ombudsman. Not for reporting the fraud to the police: use the Cyber Fraud Complaint. Not for a merchant charge you dispute on a credit card statement: use the Credit Card Dispute Letter.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

Punjab and Chandigarh: no stamp duty is payable. A letter of complaint creates, transfers or extinguishes no right, so it is not an instrument within section 2(14) of the Indian Stamp Act, 1899, and you sign it alone.

Registration

Punjab and Chandigarh: not registrable. This letter creates or transfers no right in immovable property, so section 17(1)(b) of the Registration Act, 1908 does not reach it. Keep the proof of sending, the bank's acknowledgement and its complaint number.

Notarisation

Punjab and Chandigarh: no notarisation is needed. The letter works because it is in writing, dated and reaches the other side, not because anyone attests your signature.

Witnesses

Punjab and Chandigarh: no witness is needed. You sign alone.

COMPLAINT ABOUT UNAUTHORISED BANK TRANSACTIONS

Complaint to the bank about money taken from my account or card without my authority

Date: 2 April 2026, at Ludhiana

I am sending this by registered post with acknowledgement due. I am also emailing a copy to grievance@examplebank.example.com.

To: The Branch Manager, Punjab National Bank, Urban Estate branch, Urban Estate Phase 2, Patiala 147002

From: Gurpreet Singh Dhillon, House No. 88, Urban Estate Phase 2, Patiala 147002 (email gurpreet.dhillon@example.com, telephone +91 98150 47731)

Subject: Unauthorised debits of 48,500 rupees from savings account ending 5512 on 3 November 2026

Sir or Madam,

  1. 1. My account. I hold the account or card described as my savings account ending 5512 and the debit card linked to it with your bank. I did not make or authorise the transactions listed below.
  1. 2. The transactions. On 3 November 2026: 25,000 rupees at 11:42 pm and 23,500 rupees at 11:47 pm, shown in my statement as online purchases from a merchant I do not know. The total taken without my authority is ₹48,500 (Rupees Forty Eight Thousand Five Hundred only).
  1. 3. When I found out and what I did. I came to know of these transactions on 1 April 2026. I phoned the bank's helpline at 7:15 am on 4 November 2026, had the card blocked, and was given complaint reference 88231 by the agent.
  1. 4. What I know about how it happened. The previous evening I received a call from a person claiming to be from the bank, who asked me to click a link. I closed the link, but the transactions followed that night.
  1. 5. My details. I have not shared any OTP, PIN, password, CVV or card detail with anyone, and no one has had my card or phone.
  1. 6. Other reports. I reported the matter on helpline 1930 on 4 November 2026 and on cybercrime.gov.in, acknowledgement number 2611045001234. I will give the police any help they need.
  1. 7. What I require. Please, at once: (a) block or hold the card, account access or channel used for these transactions, so that nothing more can be taken; (b) look into the transactions and tell me in writing what you found; (c) reverse ₹48,500 (Rupees Forty Eight Thousand Five Hundred only) to my account, since I did not authorise the transactions; (d) give me the records of the transactions, including the time, channel and device or merchant details of each; and (e) tell me in writing the name of the officer handling this and the date by which you will answer. I also ask you to make good this further loss: Bank charges of 590 rupees levied on the returned instalment cheque because the money was missing.
  1. 8. The Reserve Bank's directions. I rely on the Reserve Bank of India's directions limiting a customer's liability for unauthorised electronic banking transactions. As I understand them, the bank must prove any negligence on the customer's part, and must act on a prompt report as those directions provide. I have reported this promptly and I ask you to follow them.
