Your own covering application to the town planning office in Haryana, asking for a No Objection Certificate (NOC) under Section 7-A for a small parcel of land, or a written answer on whether one is needed for what you plan to do. Some small parcels of land cannot be sold or registered without such an NOC, depending on where the land lies and the rule in force.

The rule has been changed more than once, so this letter does not state any size limit or fee: it asks the office to apply the rule as it stands today and to tell you in writing. Use it before you sign or register a sale of a small parcel, so you know what the Sub-Registrar will ask for. Not for: a plot in an HSVP sector (use the HSVP Transfer Permission Application); a mutation (use the Haryana Mutation Application).
