Whether you count as an agriculturist is decided under the Himachal Pradesh Tenancy and Land Reforms Act, 1972 and the revenue record, not by this paper. The officer decides on the jamabandi and the field report. This application only puts your case in order. Not for: proof that you are a bona fide Himachali (use the Bonafide Himachali Certificate Application); permission for a non-agriculturist to buy land (use the Section 118 Permission Application); a department's essentiality certificate (use the Essentiality Certificate Application).
