When you need it

Use this when you own land in Himachal Pradesh and want to build on it, and you also need a no-objection letter that lets the electricity and water departments give the building a connection. It is your own covering application to the authority that approves building plans for your area, with the land and building particulars and a list of the plans and papers enclosed.

Who approves plans depends on where the land lies. It may be the Town and Country Planning office, a municipal body, or another planning or development authority. Ask at the local office which one it is and what it wants, because the rules, the forms and the fees differ from place to place. This paper does not grant permission. It puts your request in order. Do not start building, and do not ask for a connection, until the permission has been issued. Not for: permission to buy land as a non-agriculturist (use the Section 118 Permission Application); a landlord's NOC for a tenant's electricity connection (use the Landlord NOC for Electricity Connection).

What follows is written for Himachal Pradesh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

This is an application to a government office, so no stamp duty is charged on it. The authority may ask for a scrutiny or processing fee and, for some offices, a court-fee stamp; no figure could be confirmed here, so ask at the office before filing.

Registration

Not registrable. The permission and any no-objection letter that issue are office records.

Notarisation

The application is signed and verified by the applicant. If the authority asks for an affidavit of ownership or an undertaking, it is sworn before a notary, an oath commissioner or an executive magistrate.

Witnesses

Not required.
