You own a car in Himachal Pradesh — commonly one running on an All India Tourist Permit or a Contract Carriage Permit — and you want to attach it to a taxi union, operators' co-operative or tour operator so it can ply for hire through their bookings and dispatch. Or you run that union or operator and are taking an owner's vehicle onto your rolls. This agreement records the terms of that attachment: whose vehicle it remains, who bears running cost and statutory compliance, how fares or dues are shared, and how either side can end the arrangement. Not a transfer of the vehicle or of the permit itself — ownership and the permit stay with the Owner throughout. Not for a ride-hailing aggregator relationship governed by its own app terms and, where applicable, the Motor Vehicle Aggregator Guidelines — this is written for the traditional union/operator attachment common at Himachal Pradesh's hill stations.

Stamp duty

This is a services and commission agreement, not a transfer of any interest in the vehicle or in immovable property, so it is not chargeable with ad valorem stamp duty. It may attract a nominal fixed stamp under the general "Agreement" article of the Indian Stamp Act, 1899 as applicable in Himachal Pradesh — confirm the current article and value, if any is in fact chargeable, before assuming a bare signed copy is insufficient.

Registration

Not compulsorily registrable; it does not fall within s.17 of the Registration Act, 1908. Keep signed copies with both the Owner and the Union.

Notarisation

Not legally required, but notarising the agreement, or at minimum having it signed before the two witnesses below, gives it more weight if a dispute over dues or termination later needs to be proved.

Witnesses

Two witnesses are recommended, though not compulsory for a document of this kind.

TAXI ATTACHMENT AGREEMENT

This agreement (this "Agreement") is made at Manali on 2 April 2026.

BETWEEN

Sohan Lal Negi, son of Sh. Dev Ram Negi, of Village Shanag, P.O. Manali, Tehsil Manali, District Kullu, Himachal Pradesh 175131 (the "Owner");

AND

Manali Tourist Taxi Operators Union, of Taxi Stand, The Mall, Manali, District Kullu, Himachal Pradesh 175131, acting through Prem Thakur, President (the "Union").

The Owner and the Union are each a "Party" and together the "Parties".

The Union's registration: Registered under the Himachal Pradesh Societies Registration Act, 2006, Registration No. HP/KLU/0451/1998.

RECITALS

A. The Owner is the registered owner of the vehicle described in Schedule I (the "Vehicle"), which holds the permit described in Schedule I.

B. The Owner wishes to attach the Vehicle to the Union's bookings and dispatch arrangement, and the Union has agreed to accept the Vehicle on that basis, on the terms set out below.

NOW THIS AGREEMENT WITNESSES as follows.

OWNERSHIP AND PERMIT UNCHANGED

1.1 Nothing in this Agreement transfers, or purports to transfer, ownership of the Vehicle or any interest in the permit under which it plies. The Vehicle remains the Owner's property and the permit remains in the Owner's name throughout.

1.2 The Owner warrants that the Vehicle is validly registered, that the permit described in Schedule I is current, and that the Vehicle carries valid insurance as described in Schedule I.

THE ATTACHMENT

2.1 The vehicle shall ply for hire exclusively through bookings and dispatch allocated by the Union.

2.2 The Vehicle shall ply for hire from 3 April 2026. For a fixed term of years as stated below, renewable by mutual consent.

2.3 Fixed term: 3 years from the commencement date stated above.

2.4 Driving: The Owner shall personally drive the vehicle.

2.5 Where the Owner personally drives the Vehicle, the Owner's driving licence number is HP0620110012345.
