When you need it

Use this when an insurance company has rejected your claim, delayed it without good reason, paid only part of it, or cancelled or refused to renew a policy, and your complaint to its grievance officer has not worked. It covers health, motor, life, property and other policies.

The notice describes the policy and what happened, demands the claim be paid or the decision reversed within a fixed time, asks for the insurer's reasons in writing, and says which forums you may go to next. Not the claim itself — for a health claim use the Health Insurance Claim Letter, and for a fire loss the Property Fire Insurance Claim Affidavit. Not a notice to a bank or lender. Not an application for a duplicate policy. Read before sending: complain to the insurer's grievance officer first and keep the reply; some forums such as the Insurance Ombudsman ask for that and have time limits from the insurer's decision. Do not wait on this notice.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

No stamp duty in Punjab or Chandigarh — a notice that demands payment, performance or the stopping of an act creates, transfers or ends no right in property, and is not a chargeable instrument under the Indian Stamp Act, 1899. Plain paper or an advocate's letterhead is enough; no e-stamp exists for a document of this kind.

Registration

Not registrable in Punjab or Chandigarh — Section 17 of the Registration Act, 1908 reaches instruments that create or transfer an interest in property, not a one-sided demand. No Sub-Registrar takes a document of this kind.

Notarisation

Not required in Punjab or Chandigarh — notarising the notice adds nothing to its effect. What matters is proof that it reached the Recipient: the registered-post receipt and acknowledgement card, courier tracking, or a signed acknowledgement of hand delivery. Keep these with the file.

Witnesses

None required in Punjab or Chandigarh — this is a one-sided notice, not an instrument two parties sign. Witnesses matter only if the notice is delivered by hand (get the receiver's name, signature and date) or affixed because the Recipient cannot be found (two independent witnesses, a note of where and when, and photographs).
