When you need it

Use this when an airline cancelled or badly delayed your flight, refused to board you with a valid ticket, lost or damaged your baggage, or has not refunded a ticket you cancelled or could not use. Complain first to the airline in writing, since the aviation rules expect the airline to deal with its passenger before anyone else does; then, if there is no proper answer, the complaint can go to the airline's appellate officer, to the government's AirSewa portal and to the District Consumer Commission.

Answer from your ticket, boarding pass, the airline's messages and your receipts. Never write a card number, PIN or password; the ticket or booking reference is enough. The refund and compensation the airline owes depend on the Directorate General of Civil Aviation's rules in force for the kind of problem, the notice you were given, and whether the journey was domestic or international; confirm the current rules, and do not rely on any figure from memory. Not for a fare charged on a credit card that you are disputing with the card issuer: use the Credit Card Dispute Letter.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

Punjab and Chandigarh: no stamp duty is payable. A letter of complaint creates, transfers or extinguishes no right, so it is not an instrument within section 2(14) of the Indian Stamp Act, 1899, and you sign it alone.

Registration

Punjab and Chandigarh: not registrable. This letter creates or transfers no right in immovable property, so section 17(1)(b) of the Registration Act, 1908 does not reach it. Keep the proof of sending, the airline's reference number and your ticket.

Notarisation

Punjab and Chandigarh: no notarisation is needed. The letter works because it is in writing, dated and reaches the other side, not because anyone attests your signature.

Witnesses

Punjab and Chandigarh: no witness is needed. You sign alone.

AIRLINE REFUND OR COMPENSATION COMPLAINT

Complaint to the airline for refund, compensation and expenses

Date: 1 April 2026, at Ludhiana

I am sending this by registered post with acknowledgement due. I am also emailing a copy to customer.relations@exampleairways.example.com.

To: The Customer Relations Manager, Example Airways Ltd, Example Airways House, Aerocity, Mohali 140306

From: Gurpreet Singh Dhillon, House No. 88, Urban Estate Phase 2, Patiala 147002 (email gurpreet.dhillon@example.com, telephone +91 98150 47731)

Subject: Refund and compensation for cancelled flight EA 417 of 12 November 2026, booking ref XK7P2Q

Sir or Madam,

  1. 1. My booking. I held a ticket on your airline under booking reference XK7P2Q, for flight EA 417 from Chandigarh to Mumbai on 12 November 2026. I paid ₹9,850 (Rupees Nine Thousand Eight Hundred and Fifty only) for the ticket.
  1. 2. Who is complaining. I am the passenger named on the ticket and I make this complaint myself.
  1. 3. What went wrong. The airline cancelled the flight. The airline sent me an SMS at 2:10 am on 12 November 2026 saying the 7:25 am flight was cancelled. I was offered a seat on a flight two days later, which I could not take.
  1. 4. What it cost me. Because of this I had to meet extra costs: A taxi to the airport and back (1,800 rupees) and one night's hotel (3,200 rupees), with receipts. My total claim is ₹14,850 (Rupees Fourteen Thousand Eight Hundred and Fifty only), made up of the fare refund, the extra costs I have shown, and the compensation due to me.
  1. 5. What I have already done. I wrote through the airline's website form on 14 November 2026, reference EA-CR-88231, and was told a refund would follow in 21 days. Nothing has been paid.
  1. 6. What I require. Within fifteen days of receiving this complaint: (a) refund the fare paid, in full, to the same account or method I paid from; (b) pay the compensation and meet the expenses that the Directorate General of Civil Aviation's rules on passenger facilities require of an airline in the situation I have described; (c) confirm the payment to me in writing, with the date and transaction reference; and (d) tell me in writing the name of the officer handling this complaint.
  1. 7. If you do not. If I do not receive a satisfactory written reply, I will take the complaint to your appellate officer, register it on the government's AirSewa portal, and file a consumer complaint before the District Consumer Commission, and I will ask for interest, compensation and costs. This letter does not waive any of my rights.

ENCLOSURES

  1. 1. E-ticket and booking confirmation. 2. The airline's cancellation message. 3. Receipts for the taxi and hotel. 4. My earlier correspondence with the airline.

LEGAL BASIS

Punjab and Chandigarh: The Directorate General of Civil Aviation's Civil Aviation Requirements on facilities to passengers when a flight is cancelled, delayed or a passenger is denied boarding, and on the refund of airline tickets, set what an airline owes its passengers in those cases, and they apply to the flight and not to the passenger's home state. An airline's service to a passenger is a service under the Consumer Protection Act, 2019, so a complaint of deficiency can be taken to the District Commission within two years of the cause of action, and a passenger may also complain on the AirSewa portal. For an international journey, the rules of the international convention or the airline's conditions of carriage may apply as well. No fee is payable on this letter.
