When you need it

Use this when you or your child has left a school or coaching centre, or never started, and the fee has not been refunded as the prospectus or admission form said, or when the centre did not deliver what it promised (the faculty, batches, classes or results it advertised). Read the admission form, receipt and refund policy first and quote what they say.

The central guidelines on regulating coaching centres and any State rules may limit what a coaching centre can keep; confirm which apply to your centre. Whether a school is a service provider under the consumer law is a question the courts have treated differently from coaching centres, so confirm before filing a consumer complaint against a school. Send the signed letter to the principal or director and keep the proof. If nothing happens, a school can also be taken up with the district education officer, and a coaching centre with a Consumer Commission complaint. Not for a college or university: use the Fee Refund Request to College. Not the centre's own refund terms: those are the Coaching Centre Enrolment and Refund Terms.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

Punjab and Chandigarh: no stamp duty is payable. A letter of complaint creates, transfers or extinguishes no right, so it is not an instrument within section 2(14) of the Indian Stamp Act, 1899, and you sign it alone.

Registration

Punjab and Chandigarh: not registrable. This letter creates or transfers no right in immovable property, so section 17(1)(b) of the Registration Act, 1908 does not reach it. Keep the proof of sending, the fee receipts and the centre's reply.

Notarisation

Punjab and Chandigarh: no notarisation is needed. The letter works because it is in writing, dated and reaches the other side, not because anyone attests your signature.

Witnesses

Punjab and Chandigarh: no witness is needed. You sign alone.

SCHOOL OR COACHING FEE REFUND COMPLAINT

Request and complaint for refund of fees paid to a school or coaching centre

Date: 2 April 2026, at Ludhiana

I am sending this by registered post with acknowledgement due. I am also emailing a copy to office@pinnacle.example.com.

To: The Director, Pinnacle Coaching Institute, SCO 210, Sector 34-A, Chandigarh 160022

From: Gurpreet Singh Dhillon, House No. 88, Urban Estate Phase 2, Patiala 147002 (email gurpreet.dhillon@example.com, telephone +91 98150 47731)

Subject: Refund of fees for the JEE one-year programme, student Aman Kumar

Sir or Madam,

  1. 1. The fee paid. For the student Aman Kumar, I paid ₹1,45,000 (Rupees One Lakh Forty Five Thousand only) to you for the one-year JEE programme, batch B2, starting 1 July 2026, against receipts 2214 of 24 June 2026 and 2877 of 20 August 2026.
  1. 2. Who writes. I am the person who paid the fee and I make this request myself.
  1. 3. Why I ask for a refund. The student withdrew before the course or session began. The date is 1 April 2026. My son attended 31 days of classes. The advertised faculty left in August, and two of the five promised subjects had no regular teacher. I gave written notice of withdrawal on 15 September 2026.
  1. 4. What your terms say. Your refund policy or admission form says: clause 7 of the admission form, which says the unused part of the fee is refunded on leaving within the first term. Fee held back from a student who has left, or for a course not delivered as promised, should be limited to what the terms and the law allow.
  1. 5. What I have already asked. I met the director on 18 September 2026 and wrote on 25 September 2026. I was told the fee was non-refundable.
  1. 6. What I require. Within fifteen days of receiving this letter, refund ₹1,10,000 (Rupees One Lakh Ten Thousand only) to the account I will name on request, send me a written statement showing how any amount kept has been worked out, and tell me the name of the officer handling this.
  1. 7. If you do not. If the refund is not made, I will take the matter up with the education authority, where it applies, and may file a consumer complaint before the District Consumer Commission, and I will ask for interest and costs. This letter does not waive any of my rights.

ENCLOSURES

  1. 1. Fee receipts. 2. Admission form and refund policy. 3. Prospectus or advertisement. 4. My written notice of withdrawal dated 15 September 2026.

LEGAL BASIS

Punjab and Chandigarh: A fee taken for a course not delivered as promised, or kept after a student has validly withdrawn, may be recovered, and the terms of the admission form and prospectus are the starting point. The Ministry of Education's guidelines for the regulation of coaching centres, and any rules of the Punjab or Chandigarh administration on fees, may limit what a centre may keep. A coaching centre's service may be a service under the Consumer Protection Act, 2019, so a complaint of deficiency can be taken to the District Commission within two years of the cause of action; whether a school is such a provider has been treated differently by the courts. No fee is payable on this letter.
