When you need it

For a bride, or her father, mother or guardian, in Punjab applying under the Ashirwad (Shagun) Scheme of the Government of Punjab for the marriage grant — where the application, or the office that processes it, asks for a sworn affidavit stating the facts of the marriage, the bride's family and the family's income, and whether any other marriage assistance has been taken. Filed with the application on the scheme's portal or at the office the scheme names, often with a Sewa Kendra or edistrict.punjabgovt.gov.in step for the supporting certificates.

Not for the scheme's own eligibility rules, which this document does not state or test — read the scheme's current guidelines first. Not for an income certificate, which the family usually has to obtain separately — use the Income Affidavit. Not for a caste or category certificate — use the BC/SC Certificate Supporting Affidavit.

What follows is written for Punjab. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

Punjab: Article 4, Schedule 1-A to the Indian Stamp Act, 1899 as applicable to Punjab, non-judicial stamp paper, commonly Rs 10, e-stamped via SHCIL (shcilestamp.com) or bought from a licensed vendor.

Registration

Not a registrable instrument. Filed with the Ashirwad (Shagun) Scheme application, which the administering department and its district office verify against the marriage proof, the income and category certificates and the bank details before sanctioning any grant. There is no Sub-Registrar step for this affidavit; a separate marriage-registration step may be needed for the marriage itself.

Notarisation

Sworn before a Notary Public (Notaries Act, 1952) or an Executive Magistrate/Oath Commissioner. Where sworn on the spot at a Sewa Kendra (Punjab), that counter's own attesting officer may accept the affidavit in their presence in place of prior notarisation — confirm with the specific counter first.

Witnesses

None required by law for the affidavit itself; it is authenticated by the notary's or attesting officer's seal alone.
