Why you need it

When you need it

For an applicant seeking a Domicile Certificate from the Tehsildar/SDM in Punjab, through the Suwidha Kendra or edistrict.punjabgovt.gov.in, or from the Deputy Commissioner's office in Chandigarh, through Sampark — where the application asks for a sworn affidavit supporting the claim of continuous residence within the State or the Union Territory. Used for domicile-based admission quotas and for government recruitment that reserves posts to residents. Not for a Backward Class or Scheduled Caste claim, which is a different certificate with its own creamy-layer question — use the BC/SC Certificate Supporting Affidavit for that. Not simply to prove your present address for a bank, school or utility purpose, which does not need a qualifying period of residence — use the Residence Proof Affidavit for that.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

Punjab: Article 4, Schedule 1-A to the Indian Stamp Act, 1899 as applicable to Punjab, non-judicial stamp paper, commonly Rs 10, e-stamped via SHCIL (shcilestamp.com) or bought from a licensed vendor. Chandigarh: Article 4, Schedule I to the Indian Stamp Act, 1899 as extended to the Union Territory, the same nominal denomination, from SHCIL or the Treasury, Sector 17.

Registration

Not a registrable instrument. Annexed to the Domicile Certificate application filed with the Tehsildar/SDM (Punjab) or the Deputy Commissioner's office (Chandigarh), which independently verifies the residence claimed — commonly through a report from the Patwari or Lambardar of the applicant's native village, or the Circle Revenue Officer. There is no Sub-Registrar step.

Notarisation

Sworn before a Notary Public (Notaries Act, 1952) or an Executive Magistrate/Oath Commissioner. Where sworn on the spot at a Suwidha Kendra or Sampark counter, that counter's own attesting officer may accept the affidavit in their presence in place of prior notarisation — confirm with the specific counter first.

Witnesses

None required by law for the affidavit itself; the department's own verification report from the native village substitutes for a witness in the wider process, but the affidavit is authenticated by the notary's or attesting officer's seal alone.
