Stamp duty
Article 4, Schedule 1-A to the Indian Stamp Act, 1899 as applicable to Punjab — non-judicial stamp paper, commonly Rs 10, e-stamped via SHCIL (shcilestamp.com) or bought from a licensed vendor in the same Tehsil before the Suwidha Kendra appointment.
Registration
Not a registrable instrument. Annexed to the Rural Area Certificate application filed with the Tehsildar/SDM through the Suwidha Kendra or edistrict.punjabgovt.gov.in, which verifies residence against the Patwari's report and the electoral roll for the village named below before issuing the certificate. There is no Sub-Registrar step.
Notarisation
Sworn before a Notary Public or an Executive Magistrate/Oath Commissioner. Where sworn on the spot at the Suwidha Kendra counter, the attesting officer there may accept their own attestation in place of a separate notary — confirm with that counter before arranging notarisation elsewhere.
Witnesses
None required by law for the affidavit itself. Some Patwaris separately ask for an identifying signature from the Sarpanch or a Panch of the village named below as part of their own verification report — that is a departmental verification step, not a witness to this affidavit.
