Why you need it

When you need it

For a candidate applying for an Economically Weaker Sections (EWS) certificate — the income-and-asset self-declaration the Tehsildar or Sub-Divisional Magistrate's office in Punjab, or the Deputy Commissioner's office in Chandigarh, asks for before issuing the certificate that carries the 10% EWS reservation under the 103rd Constitutional Amendment, 2019, in admissions and public employment. The certificate itself is issued by the SDM/Tehsildar in Punjab, through the Suwidha Kendra or edistrict.punjabgovt.gov.in, or by the Deputy Commissioner's office in Chandigarh through Sampark; this affidavit is the sworn income-and-asset declaration that application asks the applicant to annex. EWS is available only to a family not already covered by any existing Scheduled Caste, Scheduled Tribe or Other Backward Classes (non-creamy-layer) reservation — confirm that before using this affidavit, since it is the wrong document for a candidate who already holds a caste certificate under one of those categories. The certificate is ordinarily valid for one financial year, so a fresh affidavit is sworn each time it is renewed.

Chandigarh: Article 4, Schedule I to the Indian Stamp Act, 1899 as extended to the Union Territory, the same nominal denomination, from SHCIL or the Treasury, Sector 17. Several Punjab SDM offices issue EWS certificates only through edistrict.punjabgovt.gov.in, where the affidavit is uploaded as a scanned document rather than filed physically — buy and swear the stamped affidavit before starting that online application, since the portal does not accept a plain-paper undertaking in its place.

Registration

Not a registrable instrument. Annexed to the EWS certificate application filed with the Tehsildar/SDM (Punjab) or the Deputy Commissioner's office (Chandigarh), which may independently verify the income and land records before issuing the certificate. There is no Sub-Registrar step.

Notarisation

Sworn before a Notary Public (Notaries Act, 1952) or an Executive Magistrate/Oath Commissioner. Some Punjab SDM offices, where the affidavit is sworn on the spot at the Suwidha Kendra counter, accept the SDM's own attestation in place of a separately notarised affidavit — ask the specific counter which it will accept before arranging notarisation elsewhere.

Witnesses

None required by law for the affidavit itself; the notary's, Oath Commissioner's or attesting officer's seal is what authenticates it.

AFFIDAVIT FOR ECONOMICALLY WEAKER SECTIONS (EWS) CERTIFICATE

I, Ramanpreet Kaur, son of Balwinder Singh, aged 20 years, resident of House No. 88, Urban Estate, Patiala 147002, Aadhaar No. 4512 3098 7765, do hereby solemnly affirm and declare as under:

That I belong to a family ordinarily resident in Patiala, which is not covered under the existing reservation schemes for the Scheduled Castes, the Scheduled Tribes or the Other Backward Classes (non-creamy layer), and that neither I nor any member of my family holds, or is relying on, a certificate under any of those categories for the same benefit as this affidavit.

That the gross annual income of my family — myself, my parents and my minor siblings — from all sources, namely salary, agriculture, business, profession and any other source, for the financial year 2025-26, is ₹4,20,000 (Rupees Four Lakh Twenty Thousand only), which is less than Rs 8,00,000 (Rupees Eight Lakh only), the income limit prescribed for the Economically Weaker Sections reservation under the Government of India's Office Memoranda dated 17 January 2019 and 31 January 2019, as adopted for this purpose.
