When you need it

For an applicant seeking an Income Certificate from the Tehsildar/SDM in Punjab, through the Suwidha Kendra or edistrict.punjabgovt.gov.in, or from the Deputy Commissioner's office in Chandigarh, through Sampark — where the application asks for a sworn affidavit declaring the applicant's or family's annual income and its sources. Used to support a fee concession, a scholarship, a subsidy, a legal-aid application, or a court proceeding that asks for proof of income. Not for an Economically Weaker Sections (EWS) certificate, which has its own income-and-asset affidavit with the specific thresholds and the non-reservation-overlap condition that certificate needs — use the EWS Certificate Affidavit for that. Not for an income declaration made to a bank or lender in support of a loan, which is a different document addressed to a different reader — use the Income and Employment Declaration for a Loan for that.

Registration

Annexed to the Income Certificate application filed with the Tehsildar/SDM (Punjab) or the Deputy Commissioner's office (Chandigarh), which independently assesses the income declared — commonly through a report from the Patwari or Lambardar of the applicant's native village, or the Circle Revenue Officer — before issuing the certificate. There is no Sub-Registrar step.

Notarisation

Sworn before a Notary Public (Notaries Act, 1952) or an Executive Magistrate/Oath Commissioner. Where sworn on the spot at a Suwidha Kendra or Sampark counter, that counter's own attesting officer may accept the affidavit in their presence in place of prior notarisation — confirm with the specific counter first.
