A domestic LPG or piped natural gas connection has to move into a new name — because the person it stood in has died, because the premises it serves have been sold or let to someone else, or because another member of the same household is taking it over — and the distributor (an Indian Oil, HP Gas or Bharat Gas agency, or a piped-gas utility) asks for an affidavit alongside its own transfer form before it re-registers the connection. The distributor's own transfer procedure follows the marketing discipline guidelines its oil marketing company issues, not a statute specific to Punjab or to Chandigarh, so what is jurisdiction-specific here is chiefly where this affidavit is notarised and on what value of stamp paper. Not for: a first application for a new gas connection, which is a different form; or a complaint about a distributor's refusal to transfer, which is taken up with the distributor and, if unresolved, with the oil marketing company's consumer grievance cell.
