Electricity Connection Transfer Affidavit

When you need it

A domestic, commercial or industrial electricity connection has to move into a new name — because the person it stood in has died, because the premises it serves have been sold or let to someone else, or because another member of the same household is taking it over — and the distribution licensee (PSPCL in Punjab, or the department supplying electricity to Chandigarh) asks for an affidavit alongside its own name-transfer or mutation-of-connection form before it re-registers the account. The library also carries the Application for Transfer of Electricity Connection (Change of Name), which is the formal application used where the transfer follows a property mutation. This affidavit is the general sworn declaration a distribution office asks for alongside that application, or on its own for a same-household takeover that involves no mutation. Not for a first application for a new connection, which is a different form; for reconnection after disconnection for non-payment, which the office handles as a separate process; or a change of tariff category alone, without a change of the name the connection stands in.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.
