Why you need it

When you need it

You are applying for a fresh water and sewerage connection, or continuing an existing one in your own name after buying, inheriting or renting the property, and the Municipal Corporation, Municipal Council or Chandigarh's Engineering / Public Health Wing asks for a sworn affidavit of ownership or occupancy alongside its own connection application form, to confirm who is asking for the connection and that the same property is not drawing a second, undeclared one. In Punjab this sits under the Punjab Municipal Corporation Act, 1976 for a Municipal Corporation area, the Punjab Municipal Act, 1911 for a Municipal Council or Nagar Panchayat area, and the Punjab Water Supply and Sewerage Board Act, 2018 where the Board itself operates the network; in Chandigarh the Municipal Corporation of Chandigarh runs the network under the Punjab Municipal Corporation Act, 1976 as extended to the Union Territory. Not for: a complaint about a leaking pipe, low pressure or a blocked sewer at an already-connected property, which is a service request and not an affidavit; or a request to disconnect.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

An affidavit is chargeable under Article 4, Schedule 1-A to the Indian Stamp Act, 1899 as applicable to Punjab, which Schedule also governs the Union Territory of Chandigarh. In practice it is sworn on a non-judicial stamp paper of Rs. 10, the smallest denomination generally sold at a treasury, an SHCIL e-stamp counter or an authorised stamp vendor in Punjab or in Chandigarh. Figures checked 19 September 2026; Punjab's Schedule 1-A rates for a list of instruments including affidavits have been revised by cabinet-approved ordinance since Article 4 was last generally known to charge one rupee, and the exact rupee figure now notified was not independently confirmed for this template — confirm it at the stamp vendor on the day of purchase.

Registration

This affidavit is filed with the connection application for the authority's own record and is not an instrument the Registration Act, 1908 requires to be registered, in Punjab or in Chandigarh. Keep the receipt or acknowledgement the authority issues on filing.

Notarisation

Sworn or affirmed before a Notary Public or an Oath Commissioner appointed for Punjab or for the Union Territory of Chandigarh, who verifies the Deponent's identity and signs, stamps and dates the affidavit. Some Sewa Kendra and Sampark Kendra counters accept it self-attested where the connection application itself is filed through that counter — ask the counter before the appointment.

Witnesses

This affidavit needs no separate attesting witness in either jurisdiction beyond the notarial attestation; the title document or the owner's consent referred to in it is what the authority checks the application against.
