When you need it

For an applicant from an Other Backward Classes (OBC) community who needs a Non-Creamy Layer certificate from the Tehsildar/SDM in Punjab, through the Sewa Kendra or edistrict.punjabgovt.gov.in, or from the Deputy Commissioner's office in Chandigarh, through the Sampark centres — where the application asks for a sworn affidavit declaring the family's annual income and status. Used for reserved-category jobs and admissions.

Not for a caste certificate itself — use the BC/SC Certificate Supporting Affidavit for that. Not for an Economically Weaker Sections certificate, which is a separate certificate with its own affidavit — use the EWS Certificate Affidavit. Not for a plain income certificate with no reservation use — use the Income Affidavit.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

Punjab: Article 4, Schedule 1-A to the Indian Stamp Act, 1899 as applicable to Punjab, non-judicial stamp paper, commonly Rs 10, e-stamped via SHCIL (shcilestamp.com) or bought from a licensed vendor. Chandigarh: Article 4, Schedule I to the Indian Stamp Act, 1899 as extended to the Union Territory, non-judicial stamp paper, commonly Rs 10, from SHCIL or the Treasury, Sector 17.

Registration

Not a registrable instrument. Annexed to the Non-Creamy Layer certificate application filed with the Tehsildar/SDM (Punjab) or the Deputy Commissioner's office (Chandigarh), which independently verifies the caste entry, parents' service and income before issuing the certificate. There is no Sub-Registrar step.

Notarisation

Sworn before a Notary Public (Notaries Act, 1952) or an Executive Magistrate/Oath Commissioner. Where sworn on the spot at a Sewa Kendra (Punjab) or Sampark centre (Chandigarh), that counter's own attesting officer may accept the affidavit in their presence in place of prior notarisation — confirm with the specific counter first.

Witnesses

None required by law for the affidavit itself; it is authenticated by the notary's or attesting officer's seal alone.
