LEGAL BASIS
Punjab: RBI's 13 September 2023 responsible-lending direction was issued under sections 21, 35A and 56 of the Banking Regulation Act, 1949, sections 45JA and 45L of the Reserve Bank of India Act, 1934 and section 30A of the National Housing Bank Act, 1987. The lender receives this request; after full repayment or settlement, the direction gives 30 days for return of originals and removal of registered charges. If the lender does not reply within 30 days, or its reply does not resolve the complaint, a complaint against a bank or a non-banking finance company covered by the Reserve Bank – Integrated Ombudsman Scheme, 2026 can be taken to the RBI Ombudsman within 90 days of that deadline or of the lender's last reply, whichever is later. Housing finance companies are outside that scheme: a complaint against one goes, after the company's own grievance redressal officer, to the National Housing Bank.
